ASP Lieutenant Colonel

The ASP Lieutenant Colonel serves as a senior leader within a state law enforcement, emergency management, military, or public safety agency, overseeing operations, personnel management, and strategic planning. This role is responsible for enforcing policies, supervising divisions, coordinating emergency response efforts, and ensuring compliance with state and federal laws.

Typical Functions:

Oversee operations, personnel, and resources within assigned divisions, ensuring mission readiness and effectiveness. Develop and implement strategic initiatives and policies aligned with agency objectives. Supervise mid-level and senior officers, staff, and specialized units, providing leadership and professional development. Foster a culture of accountability, teamwork, and ethical service within the organization. Serve as a key advisor to agency leadership and executive officials. Direct and coordinate emergency response operations, including disaster recovery, law enforcement actions, and security initiatives. Manage statewide law enforcement, security, or military operations, ensuring operational efficiency and compliance. Develop risk management plans, crisis response protocols, and operational procedures. Act as a liaison with federal, state, and local agencies on security, public safety, and emergency preparedness initiatives. Supervise and mentor officers, investigators, emergency response personnel, and administrative staff. Ensure training programs, certifications, and continuing education requirements are met. Oversee budgeting, resource allocation, and procurement processes to optimize operational effectiveness. Implement personnel policies and disciplinary procedures in accordance with state regulations. Ensure adherence to state and federal laws, administrative policies, and ethical guidelines. Oversee internal investigations, compliance audits, and policy reviews. Promote community engagement initiatives to enhance public trust and transparency. Conduct public briefings, press conferences, and stakeholder meetings as required.

Knowledge, Abilities, and Skills:

Extensive knowledge of law enforcement, emergency management, military operations, or public safety administration. Proficiency in strategic planning, policy development, and regulatory compliance. Strong understanding of budget management, resource allocation, and organizational leadership. Ability to analyze intelligence reports, risk assessments, and security threats to inform decision-making. Strong leadership and team-building abilities to manage diverse personnel and operations. Excellent communication and negotiation skills for working with agencies, officials, and the public. Critical thinking and problem-solving abilities to handle complex challenges and crises. Emotional intelligence and conflict resolution skills to manage personnel and sensitive situations. Ability to work well under high-pressure conditions.

Minimum Qualifications:

Minimum of nine years of law enforcement experience, plus five years in a management role.

Required Certificates:

Must be certified as a Law Enforcement Officer by the State of Arkansas in accordance with ACA 12-9-106. Must possess a valid Arkansas driver’s license. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
