Maintenance Manager

The Maintenance Manager is responsible for overseeing the installation, repair, prevention, and overall upkeep of an agency’s facilities, equipment, and infrastructure. This role requires a strategic leader who not only manages day-to-day maintenance activities but also drives long-term planning initiatives, budget oversight, process improvements, and compliance with safety and regulatory standards. The Maintenance Manager plays a crucial role in ensuring operational efficiency, reducing downtime, and extending the life of physical assets across multiple sites or a single large facility.

Typical Functions:

Develop, implement, and monitor maintenance plans and preventive maintenance programs to ensure equipment and facilities operate smoothly. Oversee daily maintenance activities including scheduled repairs, inspections, renovation projects, and emergency repairs. Lead and mentor a team of technicians and custodial personnel, setting clear performance standards and providing ongoing training and development. Allocate resources and assign work orders effectively to meet operational needs. Prepare and manage the maintenance section’s budget, monitoring expenses and implementing cost control measures. Analyze maintenance costs and report on key performance indicators (e.g., downtime, repair frequencies, and maintenance return on investment). Establish and maintain relationships with external contractors and vendors. Negotiate service contracts, supervise vendor performance, and ensure quality, timely service, and adherence to agency standards. Ensure that all maintenance activities comply with applicable state and federal regulations as well as internal safety and quality guidelines. Coordinate regular safety audits, inspections, and maintain documentation for regulatory compliance. Continuously review and optimize maintenance procedures and workflows. Evaluate and implement modern tools such as Computerized Maintenance Management Systems (CMMS) or IoT monitoring systems to enhance operational efficiency and predictive maintenance. Generate regular reports and updates on maintenance performance, facility condition, and project status for senior management. Collaborate with other sections to align maintenance activities with overall business objectives and operational needs.

Knowledge, Abilities, and Skills:

Strong familiarity with maintenance management software and proactive use of data analytics for decision-making. In-depth knowledge of mechanical, electrical, Heating, Ventilation, and Air Conditioning, and plumbing systems. Excellent leadership qualities combined with the ability to communicate effectively with technical teams, vendors, and senior management. Sound decision-making, conflict resolution, and the ability to motivate teams in high-pressure environments. Robust analytical abilities to assess maintenance issues, identify trends, and develop effective long-range solutions. Detail-oriented with a holistic approach toward operational excellence and process improvement. Highly organized with a proven track record in planning and prioritizing tasks, projects, and resources effectively. Ability to manage multiple projects simultaneously while meeting deadlines and budget constraints.

Minimum Qualifications:

High school diploma or GED. Minimum of 10 years of progressive experience in maintenance coordination or facilities management, demonstrating expertise in handling complex maintenance projects. Proven experience in leading maintenance teams, managing vendor contracts, and executing strategic maintenance initiatives. Candidates should have a practical understanding of budgeting, preventive maintenance, and compliance with safety standards in a complex operational environment.
