Benefits Supervisor/Expert

The Benefits Supervisor/Expert is responsible for overseeing the administration and management of employee benefits programs within a specific state department. This position leads a team of benefits professionals and serves as the subject matter expert on all benefits-related matters. The Benefits Supervisor/Expert ensures that the department’s benefits programs are compliant with all state and federal regulations, efficiently administered, and aligned with the needs of the workforce. The role involves supervising the day-to-day operations of benefits administration, resolving complex benefits issues, and driving continuous improvement in benefits offerings and processes.

Typical Functions:

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Oversee the administration of a wide range of employee benefits programs, including health insurance, life insurance, disability benefits, retirement plans, and leave benefits. May supervise a team responsible for enrolling employees, processing claims, and addressing benefits-related inquiries. Ensure the seamless day-to-day operation of benefits programs while managing any escalated issues or inquiries from employees. Lead, mentor, and provide guidance to benefits staff. Serve as the primary point of contact for complex benefits-related issues, providing expert guidance to employees and management. Resolve escalated benefits disputes or discrepancies and ensure that employees are provided with accurate, timely, and effective solutions. Oversee the collection, analysis, and reporting of benefits data, including enrollment figures, claims data, and utilization trends.

Knowledge, Abilities, and Skills:

Strong ability to analyze benefits data, identify trends, and make recommendations for improvements. Skilled in resolving complex benefits-related issues and providing solutions that align with department policies and regulations. Strong written and verbal communication skills to articulate complex benefits concepts in clear and understandable terms. Ability to create effective communication materials and present benefits information to diverse audiences, including employees and senior management. A customer-focused approach with the ability to provide excellent service to employees. Capable of handling sensitive or difficult situations with empathy and professionalism. Ability to ensure that benefits information is processed accurately and in compliance with regulations. High standards of confidentiality and ethics when managing sensitive employee information. Meticulous attention to detail in reviewing benefits records, claims, and reports.

Minimum Qualifications:

Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field, plus three (3) years of experience in benefits administration, human resources, or a related field.
