The Office of Personnel Management (OPM) has implemented a centralized model for providing certain human resources (HR) services to state employees on behalf of departments and agencies. The centralized model allows for more consistent application of HR functions that all impact all departments and agencies. It also allows departments and agencies to focus more on mission critical activities. As part of the centralization of HR services, Act 3 of 2026 authorizes OPM to establish a cost allocation rate schedule. The rate schedule listed below accounts for OPM assuming HR staff from other departments as well as OPM services and technology.

FY27 Monthly Rate Schedule
Each cabinet-level department and agency will be charged at a monthly rate of $27.17 per budgeted position for the following:
$20.42 for Payroll services and technology
$6.75 for Recruiting/Onboarding services and technology
