Veterinarian

The Veterinarian is responsible for promoting animal health and welfare across the state by conducting disease surveillance, enforcing regulatory compliance, and supporting public health initiatives. This role works closely with livestock producers, veterinary professionals, and government agencies to ensure the health and safety of Arkansas' animal populations.

Typical Functions:

Conduct epidemiological investigations and monitor for outbreaks of livestock, poultry, and zoonotic diseases. Perform disease surveillance, laboratory testing coordination, and risk assessments. Develop and enforce quarantine measures, vaccination programs, and disease mitigation strategies. Support state and federal agencies in containing and preventing the spread of infectious diseases. Ensure compliance with state and federal animal health regulations, including those set by the USDA and FDA. Inspect livestock operations, animal shelters, and veterinary facilities to uphold health and welfare standards. Issue health certificates, permits, and regulatory approvals for animal movement and trade. Investigate reports of neglect, mistreatment, or improper handling of animals under state law. Assist in statewide emergency preparedness for foreign animal disease outbreaks, natural disasters, and agricultural threats. Serve as a key responder during epidemic and pandemic events affecting animal populations.

Knowledge, Abilities, and Skills:

Strong foundation in veterinary medicine, epidemiology, and infectious disease control. Knowledge of state and federal animal health laws, biosecurity protocols, and food safety regulations. Ability to analyze diagnostic test results, conduct research, and develop animal health policies. Experience in program development, policy enforcement, and regulatory compliance. Problem-solving and critical thinking to assess complex animal health issues and implement solutions. Leadership and teamwork to coordinate with regulatory agencies, veterinary professionals, and industry partners. Strong written and verbal communication skills to educate the public and create technical reports. Relationship-building and collaboration to foster trust with stakeholders across the agricultural and veterinary sectors. Adaptability and crisis management to respond effectively to disease outbreaks and animal health emergencies.

Minimum Qualifications:

Must possess a Doctorate of Veterinary Medicine; plus one year of experience in the diagnosis and management of animal diseases. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.

Required Certificates:

Must be a licensed Doctor of Veterinary Medicine in the State of Arkansas by the Veterinary Medical Examining Board. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
