TSS Division Manager

The TSS Division Manager serves as a senior-level administrator responsible for managing a major operational division within the Arkansas Department of Transformation and Shared Services (TSS). This role provides strategic oversight, resource management, staff supervision, and cross-agency collaboration to ensure delivery of high-quality services across state government in areas such as human resources, procurement, technology, or shared administrative support.

Special Job Requirements:

Typical Functions:

Oversee the operational, financial, and strategic activities of a major TSS division, ensuring performance aligns with agency goals and state mandates. Supervise and support section managers, program leads, and administrative personnel to meet defined objectives and service-level expectations. Develop and implement policies, procedures, and initiatives that promote efficiency, compliance, and customer satisfaction. Monitor division performance using data-driven metrics; identify and resolve operational issues or service delivery gaps. Lead strategic planning and transformation efforts to streamline services and promote interagency collaboration. Manage division budgets, contracts, grants, and procurement activities in compliance with state fiscal policies. Ensure compliance with all applicable state and federal laws, regulations, and TSS administrative directives.

Knowledge, Abilities, and Skills:

Capable of translating statewide transformation goals into actionable strategies and business process improvements. Strong verbal and written communication skills; comfortable engaging with stakeholders at all levels of government. Forward-thinking and adaptable; skilled in identifying root causes of issues and delivering practical, scalable solutions. Uses performance data and trend analysis to inform decisions and adapt programs effectively.

Minimum Qualifications:

A bachelor’s degree in public administration, business administration, information technology, human resources, procurement, finance, or a related field, plus four (4) years of experience in public administration, financial management, or program operations are required.
