Substance Use Disorder Supervisor/Expert

The Substance Use Disorder Supervisor/Expert oversees the planning, coordination, and supervision of substance use treatment programs within a state-operated facility or agency. This role provides clinical supervision to licensed and credentialed staff, ensures compliance with state and federal regulations, and facilitates the delivery of evidence-based treatment for individuals with substance use disorders.

Typical Functions:

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Provide administrative and clinical supervision to a multidisciplinary team of counselors, peer specialists, and support staff. Develop, implement, and monitor individualized treatment plans for clients with substance use disorders, ensuring integration of co-occurring mental health needs. Ensure that services are delivered in accordance with applicable laws, professional ethics, and evidence-based practices. Monitor compliance with Medicaid/Medicare billing requirements and federal reporting mandates. Maintain documentation, program reports, and performance evaluations aligned with state guidelines and accreditation standards. Provide crisis intervention and support during emergencies, including overdose response and de-escalation procedures. Coordinate and lead team meetings, case staffing, audits, and staff training initiatives related to treatment, cultural competency, and trauma-informed care. Collaborate with courts, probation/parole, public health entities, and social service agencies to facilitate coordinated care and client reentry plans. Conduct quality assurance reviews and develop corrective action plans to address service delivery gaps.

Knowledge, Abilities, and Skills:

Knowledge of substance use treatments, co-occurring disorders, and recovery-oriented care systems. Knowledge of state and federal laws and regulations, principles of case management, and crisis response techniques. Ability to conduct needs assessments, keep accurate and detailed records, and provide clinical supervision. Ability to communicate effectively with diverse communities, develop and coordinate care plans, and make sound decisions in high-stress situations. Skilled in time management, organization, and problem solving.

Minimum Qualifications:

At least three years of experience in substance use disorder treatment, or a related field, including one year in a leadership capacity. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.

Required Certificates:

Must hold one of the following active, unrestricted licenses in the State of Arkansas: Licensed Alcoholism and Drug Abuse Counselor Licensed Associate Alcoholism and Drug Abuse Counselor Licensed Professional Counselor Licensed Clinical Social Worker Licensed Marriage and Family Therapist Psychologist Must be certified to provide clinical supervision. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
