Substance Use Disorder Coordinator

The Substance Use Disorder Coordinator is responsible for overseeing, developing, and supporting substance use disorder treatment programs within a state-run agency or facility. This position provides clinical and administrative coordination, ensures adherence to state and federal guidelines, and supports integrated, evidence-based care across agencies and community partners.

Typical Functions:

Coordinate the design, implementation, and monitoring of programs, including prevention, treatment, recovery support, and harm reduction services. Serve as a subject matter expert and co-occurring disorder services within the department. Collaborate with clinical staff, administrative teams, and external agencies to ensure delivery of evidence-based treatment and continuity of care. Review and monitor treatment plans, program documentation, and client progress for compliance with state and federal guidelines. Analyze service utilization data to identify gaps and recommend improvements to enhance outcomes and efficiency. Assist in the development and application of quality assurance protocols and outcome-based performance measures. Provide technical assistance, training, and support to treatment providers and case managers on best practices, trauma-informed care, and integrated service models. Coordinate services with courts, corrections, behavioral health providers, social services, and community-based organizations to facilitate reentry, recovery, and long-term support. Support compliance with grant requirements, Medicaid documentation standards, and state contracts related to services.

Knowledge, Abilities, and Skills:

Knowledge of substance use treatments, co-occurring disorders, and recovery models. Knowledge of state and federal laws and regulations, principles of case management, and crisis response techniques. Ability to conduct needs assessments, keep accurate and detailed records, and advocate for client needs. Ability to communicate effectively with diverse communities, develop and coordinate care plans, and make sound decisions in high-stress situations. Skilled in time management, organization, and problem solving.

Minimum Qualifications:

At least two years of experience in substance use disorder treatment, or a related field. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.

Required Certificates:

Must hold one of the following active, unrestricted licenses in the State of Arkansas: Licensed Alcoholism and Drug Abuse Counselor Licensed Associate Alcoholism and Drug Abuse Counselor Licensed Professional Counselor Licensed Associate Counselor Licensed Clinical Social Worker Licensed Master Social Worker Licensed Marriage and Family Therapist Psychologist OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
