State Systems Expert

The State Systems Expert is a senior technical position responsible for providing expert-level support, analysis, design, and implementation for the state's IT systems. This role requires advanced knowledge of software, hardware, networks, and integrated systems to support the state's technology infrastructure. The State Systems Expert will work closely with various state agencies and departments to troubleshoot complex system issues, implement technical solutions, and advise on system improvements, while ensuring that all systems are aligned with the state's operational and security requirements.

Typical Functions:

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Design and implement sophisticated IT systems to meet the operational needs of state agencies. Collaborate with IT teams to create efficient, scalable, and secure systems architecture that aligns with the state’s goals and operational strategies. Analyze and optimize the performance, reliability, and security of state IT systems. Perform regular audits and evaluations of system performance, identifying areas for improvement, and recommending necessary upgrades or adjustments. Serve as a subject matter expert for complex technical issues related to systems architecture, software, and hardware. Troubleshoot and resolve system issues, providing technical support to other IT teams and state departments. Oversee the integration of new software and applications into existing state systems. Ensure that software solutions are compatible with the state’s IT infrastructure and meet performance, security, and functionality standards. Work closely with IT security teams to ensure all systems are secure and compliant with relevant state, federal, and industry regulations. Implement security measures such as encryption, access controls, and firewalls to protect state systems and data. Identify and address recurring system problems or inefficiencies, implementing solutions that streamline operations and improve system functionality across the state’s IT environment. Create and maintain detailed documentation for system configurations, design processes, troubleshooting steps, and upgrades. Lead and participate in projects related to system upgrades, migrations, and new deployments. Provide regular status reports to senior management on system health, incidents, and improvements.

Knowledge, Abilities, and Skills:

In-depth knowledge and expertise in the architecture, integration, and optimization of enterprise-level IT systems, including server and network infrastructure, databases, and software applications. Strong analytical skills with the ability to evaluate complex system issues, identify root causes, and develop innovative solutions. Able to troubleshoot technical issues efficiently and effectively. Understanding of system security principles and practices, including data protection, access controls, encryption, and threat mitigation. Experience implementing security measures to protect sensitive data and ensure compliance with industry regulations.

Minimum Qualifications:

A Bachelor’s degree in Information Technology, Computer Science, Systems Engineering, or a related field is required, plus seven (7) years of experience in systems design, engineering, or administration. This includes hands-on experience with large-scale IT systems, integration, and performance optimization.
