State Surveyor
The State Surveyor plays a vital role in managing and executing surveying operations on behalf of state government. This classification is responsible for determining property boundaries, preparing topographical maps, and ensuring that all surveying activities on state-owned lands, public infrastructure, and other development projects adhere to strict legal, regulatory, and technical standards. The role balances field work with administrative oversight, ensuring that survey data is accurate, defensible, and useful for planning, construction, and legal purposes.

Special Job Requirements:
Typical Functions:
Plan, supervise, and direct complex surveying projects for state-owned properties and public infrastructure initiatives. Establish and maintain state survey control networks, benchmarks, and geospatial data repositories. Deploy and operate advanced surveying instruments (e.g., total stations, global positioning system units, theodolites) to collect precise field measurements. Process and analyze collected data using modern computer aided design and geographic information system software, ensuring the generation of accurate survey maps and legal descriptions. Ensure all survey works comply with state and federal regulations, industry best practices, and quality assurance standards. Prepare detailed legal descriptions and technical reports, providing expert testimony when required in legal or governmental proceedings. Serve as the primary liaison with other state departments, local government agencies, and external contractors to ensure survey objectives meet overall project requirements. Communicate survey results, technical issues, and updates clearly and concisely to both technical and non-technical personnel. Manage survey records and databases, maintaining current and accurate public records. Oversee budgeting, scheduling, and resource allocation for survey projects, including the maintenance and calibration of surveying equipment. Perpetuating the U.S. General Land Office, Public Land Survey System of corners and records. Oversee the State archive of land survey plats, to include receiving, recording, and maintaining public access to these records.
Knowledge, Abilities, and Skills:
Expertise in using modern surveying instruments and software such as global positioning system, total stations, computer aided design, and geographic information system is critical. Ability to interpret complex geospatial data, resolve discrepancies, and convert measurements into accurate legal and technical documentation. Comprehensive understanding of state and federal surveying regulations, standards, and procedures. Strong interpersonal skills to liaise with government officials, external contractors, and other personnel, ensuring clarity in reporting and documentation. Demonstrated capability to manage multiple survey projects concurrently, including resource planning, budgeting, and schedule management. Precision in data collection and analysis, ensuring every measurement and map is reliable and legally defensible.
Minimum Qualifications:
Bachelor’s degree in Surveying, Geomatics, Civil Engineering, Environmental Engineering, Environmental Science, or a related field. Must hold a valid state professional surveyor license or certification as required by the state’s licensing board. Minimum of 6 years of experience in public or private sector surveying, with a proven track record in managing complex projects.
