State Procurement Manager

The State Procurement Manager is a key leadership role within the State of Arkansas, responsible for overseeing and managing the state's procurement activities to ensure compliance with state laws, regulations, and policies. This position requires a skilled professional who can lead procurement processes, foster collaborative relationships with internal stakeholders, and manage the state's purchasing activities to achieve cost efficiency, transparency, and accountability. The State Procurement Manager will play a central role in driving strategic procurement decisions, maintaining compliance with legal and ethical standards, and leading procurement teams across the state.

Special Job Requirements:

Typical Functions:

Oversee the development, implementation, and administration of the state’s procurement policies and procedures in compliance with state laws, including but not limited to the Arkansas Procurement Law, and other relevant regulations. Develop and execute long-term procurement strategies that align with the state’s goals and budgetary requirements. Ensure that procurement activities are cost-effective and provide value to the state and its citizens. Lead and mentor a team of procurement professionals. Cultivate and maintain positive relationships with vendors, contractors, and suppliers. Negotiate contracts and terms to ensure favorable agreements for the state while maintaining ethical standards and legal compliance. Oversee the review, preparation, and negotiation of procurement contracts and ensure that all contracts are executed according to state laws and regulations. Monitor and enforce contract performance and compliance. Ensure the state’s procurement activities are fully compliant with local, state, and federal regulations. Prepare and submit regular reports to senior management, detailing procurement activities, savings, and contract performance.

Knowledge, Abilities, and Skills:

In-depth understanding of procurement best practices, state and federal procurement laws, and contract management. Ability to analyze complex procurement data, trends, and performance metrics to guide strategic decisions. Proven ability to negotiate contracts and agreements that protect the state’s interests while fostering good working relationships with suppliers and vendors. Strong attention to detail to ensure that all procurement processes comply with applicable regulations and contractual obligations. Ability to anticipate challenges and proactively develop solutions to complex procurement problems.

Minimum Qualifications:

Bachelor’s degree in business administration, public administration, supply chain management or a related field, plus five (5) years of experience in procurement, contract management, or a related field is required.
