State Personnel Supervisor/Expert

The State Personnel Supervisor/Expert is a senior-level position that involves leading, mentoring, and overseeing a team of human resources professionals while providing expert-level guidance on complex HR functions and strategic personnel management initiatives within the State of Arkansas. The Personnel Supervisor/Expert is responsible for supervising HR staff, ensuring efficient and effective implementation of HR programs, and making high-level decisions on state-wide HR matters. The position requires advanced expertise in HR policies, laws, and practices, the ability to manage large-scale HR operations, and a strong capacity for strategic planning, workforce management, and policy development. The role also requires excellent leadership and communication skills to build positive working relationships and guide HR teams to success.

Typical Functions:

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Manage, supervise, and mentor a team of HR professionals, including State Personnel Coordinators, Analysts, and Specialists. Provide guidance and support to ensure the efficient and effective delivery of HR services across multiple state agencies. Lead the development and execution of statewide HR strategies and initiatives. Direct the creation, implementation, and refinement of HR policies and procedures. Advise agency leaders and HR staff on the interpretation and application of HR policies, making adjustments as necessary to enhance effectiveness and compliance. Serve as the primary expert on complex personnel matters, including employee relations, performance management, discipline, grievance procedures, and conflict resolution. Oversee the classification and compensation processes for state employees, ensuring that all compensation and classification practices are equitable, competitive, and compliant with state pay structures. Provide expert consultation on HR matters such as workforce planning, policy changes, and resolving complex employee relations issues. Oversee the performance management process across state agencies, ensuring that evaluations are completed timely and accurately.

Knowledge, Abilities, and Skills:

Extensive understanding of human resources principles, policies, and practices, including employee relations, compensation, recruitment, classification, performance management, and HR compliance. Ability to think strategically and lead complex HR initiatives that align with the broader goals of state government. Skilled in analyzing problems, developing solutions, and implementing strategies to address workforce challenges and improve operational efficiency.

Minimum Qualifications:

A bachelor’s degree in human resources, business administration, or a related field, plus three (3) years of experience in human resources or a related field. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
