State Librarian

The State Librarian serves as the Director of the Arkansas State Library and is responsible for providing strategic leadership and management of library services across Arkansas. This role involves overseeing the development and implementation of library programs, policies, and initiatives to enhance access to information and promote lifelong learning. This role additionally involves the administration of state and federal funds appropriated for libraries and library development, including State Aid To Public Libraries funds and federal Library Services and Technology Act funds. The State Librarian will collaborate with internal library personnel, state government officials, educational agencies, educational institutions, and community organizations in an attempt to ensure the effective delivery of library services and support the educational and informational needs of the citizens of Arkansas.

Typical Functions:

Develop and execute a strategic plan for statewide library services that aligns with the mission and goals of the organization. Oversee the development, implementation, and evaluation of library programs, policies, and initiatives. Ensure compliance with state and federal regulations, accreditation standards, and best practices in library management. Manage the library’s budget, resources, and financial planning, ensuring efficient use of funds. Lead and supervise library personnel, providing support, professional development, and performance evaluations. Cultivate a positive and constructive work environment that supports collaboration, innovation, and continuous improvement. Collaborate with state government officials, educational agencies, educational institutions, community organizations, and a variety of assorted personnel in an attempt to promote library services and initiatives. Advocate for policies and funding that support the growth and development of statewide library services. Maintain accurate records and documentation related to library activities, programs, and performance. Conduct research and analysis to identify trends, best practices, and areas for improvement in library services. Organize and coordinate events, workshops, and training sessions that promote literacy, education, and access to information. Stay current with the latest developments and trends in library science and information management.

Knowledge, Abilities, and Skills:

Strong analytical and problem-solving abilities. Excellent written and verbal communication skills. Ability to manage multiple tasks and priorities effectively. Empathy and patience in working with a variety of assorted personnel. Proficiency in using library and information management systems and software.

Minimum Qualifications:

Master’s degree in Library Science (MLS) or Library and Information Science (MLIS) from an American Library Association (ALA) accredited program. Work experience in the field of library science may be substituted for a master’s degree from a graduate school of library science accredited by the American Library Association if approved by the board. Minimum of 12 years of experience in library management or a related field, including at least 6 years in a leadership or managerial role. Extensive knowledge of library science principles, practices, and technologies. Proven experience in strategic planning, budgeting, and resource management. Strong leadership, organizational, and communication skills. Ability to collaborate effectively with a variety of assorted personnel, including state government officials, educators, community leaders, and library personnel. Experience in conducting research, data analysis, and program evaluation. Familiarity with state and federal regulations related to library services. Commitment to ongoing professional development and staying current with best practices in library science and information management.
