State Chief Data Officer

The State Chief Data Officer is a senior leadership role within the State of Arkansas, responsible for overseeing and managing the state's data strategy, governance, operations, and analytics across all state agencies. The State Chief Data Officer will ensure that the state's data assets are effectively managed, utilized, and leveraged to support decision-making, enhance government operations, and drive innovation. This role will be integral in creating data policies and strategies that align with the state's overall mission and operational goals, ensuring data privacy, security, and compliance with applicable laws and regulations.

Special Job Requirements:

Typical Functions:

Lead the development and implementation of the state’s data strategy. Ensure alignment of data goals with the overall mission of the state government and its agencies. Provide leadership on data initiatives, promoting the use of data as a strategic asset across all areas of state governance. Establish and oversee the implementation of data governance frameworks, policies, and standards. Ensure that data management processes comply with state and federal regulations, including data privacy laws, and that data is consistently accurate, accessible, and secure. Direct the integration of data systems and platforms across state agencies to ensure seamless data flow and interoperability. Collaborate with state IT leadership to implement the necessary infrastructure and tools that support efficient data collection, processing, and sharing. Lead the development of data analytics strategies that support informed decision-making across state government. Promote the use of data analysis, business intelligence, and reporting tools to provide actionable insights to policy makers, program managers, and other stakeholders. Ensure the state’s data security protocols and practices are robust and compliant with all relevant regulations, including federal and state privacy laws. Oversee the protection of sensitive data and develop measures to mitigate risks related to data breaches or misuse. Lead and manage a team of data professionals, including data analysts, data scientists, and data engineers.

Knowledge, Abilities, and Skills:

Proven ability to develop and implement a comprehensive data strategy across large organizations. Experience in creating and executing data policies, governance frameworks, and strategic initiatives that support organizational goals. Extensive knowledge of data governance, data quality, data integration, and data privacy practices. Familiarity with relevant regulations such as the Federal Data Quality Act, HIPAA, and state-specific data privacy laws. Strong analytical skills with experience using data analytics and business intelligence tools. Proficiency in data management systems, database design, and data modeling. Ability to interpret complex data and translate it into actionable insights. Ability to identify data-related challenges, evaluate options, and implement effective solutions. Strong critical thinking skills to address issues related to data privacy, integration, and analytics.

Minimum Qualifications:

A Bachelor’s degree in Data Science, Information Systems, Computer Science, Statistics, Public Administration, or a related field is required, plus ten (10) years of experience in data management, data governance, or analytics, with at least 5 years of experience in a leadership role. Experience in government data management or public sector data strategies is preferred.
