State Budget Supervisor/Expert
The State Budget Supervisor/Expert is a critical leadership position within the State of Arkansas, responsible for overseeing budget management processes, providing expert guidance, and supervising the budgeting activities of staff. This position serves as a key resource in ensuring the budgets of state departments are effectively allocated, monitored, and compliant with legal requirements. The State Budget Supervisor/Expert is expected to apply expert-level knowledge of budgeting and financial analysis while supervising the work of budget staff or coordinating statewide processes.

Typical Functions:
The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Oversee the planning, development, and execution of the state’s budget, ensuring that all processes are efficient, transparent, and aligned with state priorities. Coordinate and provide oversight for the preparation of budget proposals, monitoring processes, and financial forecasting. Direct the work of lower-level budget staff and coordinate with other state agencies to ensure timely and accurate budget submissions. Conduct in-depth financial analysis to assess the state’s financial position, review departmental budgets, and ensure optimal allocation of state resources. Provide detailed reports and presentations on budget trends, variance analysis, and fiscal performance for senior management and legislative bodies. Review financial documents, budget proposals, and departmental requests to ensure accuracy and completeness. Serve as a liaison between the Department of Finance and Administration and other state agencies, collaborating on budget preparation, policy development, and fiscal reporting. Manage preparation process of budget hearings, providing key information and recommendations for budget approval. Review, develop, and recommend legislation, policies, and procedures for statewide implementation, interpret and disseminate legislation, policies and procedures, and ensure departments’ compliance through review of organizational structures or activities. Coordinate or conduct special projects, as directed by the Office Administrator, Chief Fiscal Officer, Governor’s Office, or legislative committees.
Knowledge, Abilities, and Skills:
Deep understanding of governmental budgeting principles, financial regulations, and fiscal management in the public sector. Ability to conduct detailed financial analysis, identify trends, assess budget performance, and make recommendations to improve fiscal outcomes. Exceptional attention to detail to ensure that all budgetary processes are completed accurately and comply with regulations. Strong critical thinking and problem-solving abilities, capable of identifying budget-related issues and providing actionable solutions. Strong analytical skills, with the ability to evaluate financial data, identify discrepancies, and recognize budgetary trends. Comfortable presenting budget-related findings to senior management or legislators. Independently serve as the primary resource for budgetary matters related to assigned departments, processes and staff.
Minimum Qualifications:
A bachelor’s degree in accounting, finance, business administration, economics, public administration, or a related field, plus three (3) years of experience in budgeting, accounting, finance, or public administration. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS UPON REVIEW. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
