State Budget Assistant Administrator

The State Budget Assistant Administrator is a leadership position within the State of Arkansas that oversees, manages, and coordinates the development and execution of the state's budget. This role is integral to ensuring that the state's fiscal resources are appropriately allocated to meet the strategic priorities and legal requirements of Arkansas state government. The State Budget Assistant Administrator plays a crucial role in advising top leadership on budgetary policies, financial planning, and resource allocation to ensure the effective use of state funds.

Special Job Requirements:

Typical Functions:

Oversee the preparation and development of the state’s budget, ensuring alignment with Arkansas’ strategic goals, financial goals, and regulatory requirements. Lead efforts in compiling budgetary requests from various state agencies, ensuring that funding requests align with state priorities and available resources. Coordinate the state budget process across all departments and independent agencies, boards and commissions. Ensure that all agencies stay within their approved budgets and meet their financial objectives. Offer strategic advice on financial planning, ensuring that state programs and initiatives are adequately funded to meet short- and long-term objectives. Assess the impact of policy changes on state finances and make recommendations for adjustments. Prepare detailed financial reports for senior government officials, the legislature, and the public. Establish internal controls and processes to maintain fiscal discipline, and promote financial transparency across state agencies. Answer questions and provide detailed analysis and justifications for budget proposals.

Knowledge, Abilities, and Skills:

In-depth understanding of governmental budgeting principles, financial forecasting, fiscal policies, and financial management systems. Knowledge of state and federal regulations governing budget development and execution is essential. Strong analytical and critical thinking skills with the ability to make data-driven decisions that align with the state’s strategic objectives. High level of competency presenting budget-related findings to senior management or legislators. Exceptional attention to detail to ensure that all budgetary processes are completed accurately and comply with regulations. Ability to oversee complex budgeting processes and ensure the integrity of financial data.

Minimum Qualifications:

A bachelor’s degree in accounting, finance, business administration, economics, public administration, or a related field, plus six (6) years of experience in budgeting, accounting, finance, or public administration. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS UPON REVIEW.
