State Benefits Coordinator
The Benefits Coordinator is responsible for the day-to-day administration operations of employee benefits programs for the State of Arkansas. This position ensures the smooth operation of benefit programs, assists employees with their benefits enrollment, and provides exceptional customer service while maintaining compliance with all applicable regulations. The Benefits Coordinator will work closely with HR, employees, and benefit vendors to ensure that employees understand their benefits options and receive timely, accurate support.

Typical Functions:
Oversee Manage the enrollment, changes, and terminations of employee benefits, including health insurance, dental, vision, life insurance, and retirement plans. Ensure all benefits documentation is processed accurately and in a timely manner. Serve as the primary point of contact for employees regarding benefits-related inquiries. Provide guidance and answer questions on eligibility, benefits options, and procedures. Offer clear explanations of benefits plans and help employees make informed decisions during enrollment periods. Assist with the annual open enrollment process, providing employees with the necessary resources, deadlines, and information to make decisions about their benefits. Maintain accurate, up-to-date records of employee benefits enrollments, changes, and terminations in the HR system. Assist employees with claims issues, benefits discrepancies, or eligibility questions. Work with benefit providers and employees to resolve problems and ensure claims are processed correctly. Ensure compliance with federal and state regulations related to benefits, including ACA, COBRA, FMLA, HIPAA, and other relevant laws. Prepare reports and documentation for compliance audits, regulatory reviews, and management reports. Work closely with external benefits providers to ensure smooth operations and resolve any issues that arise. Monitor vendor performance to ensure that service levels are met. Develop Assist in development of and distribute communication materials, including benefits guides, updates, and reminders to employees. Ensure clear communication of benefits changes, updates, or any required actions employees must take. Assist with training sessions for employees on benefits programs. Provide ongoing support and education to help employees better understand their benefits and how to use them effectively.
Knowledge, Abilities, and Skills:
Strong understanding of employee benefits programs, including health, dental, vision, retirement, life insurance, and disability benefits. Knowledge of federal and state benefits-related regulations, including ACA, COBRA, FMLA, and HIPAA. Excellent written and verbal communication skills. Ability to explain complex benefits information clearly and concisely to employees at all levels. Ability to provide excellent customer service to employees by answering questions, addressing concerns, and providing guidance in a friendly, professional manner. High level of accuracy in processing benefits data, reviewing documents, and ensuring compliance with benefits policies. Ability to maintain strict confidentiality when handling sensitive employee information.
Minimum Qualifications:
Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field, plus three (3) years of experience in benefits analysis, administration or a related field. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
