State Benefits Analyst
The Benefits Analyst is responsible for analyzing, managing, and optimizing employee benefits programs for the State of Arkansas. This position works closely with various state departments, school districts, employees, and benefit providers to ensure the effective administration, compliance, and continuous improvement of the state's benefits offerings. The Benefits Analyst will use data-driven analysis to identify trends, monitor performance, and assist in making recommendations for program enhancements.

Typical Functions:
Conduct thorough analysis of employee benefits programs to ensure that they are cost-effective, competitive, and meet employee needs. Support the annual open enrollment process by analyzing employee participation trends, preparing communications, and ensuring timely enrollment and documentation. Provide guidance to employees and managers during this critical period. Collect, analyze, and interpret benefits data to generate reports for management, identifying key trends, utilization patterns, and performance metrics. Provide actionable insights based on data to support decision-making and continuous improvement efforts. Monitor and ensure compliance with federal, state, and local regulations related to benefits, including the Affordable Care Act (ACA), Family and Medical Leave Act (FMLA), COBRA, and other relevant laws. Develop and maintain communication materials to educate employees about their benefits options. This includes providing clear and concise benefits summaries, preparing presentations, and supporting open enrollment periods with relevant information. Collaborate with external benefits providers to ensure smooth administration and delivery of benefits programs. Monitor vendor performance to ensure adherence to service level agreements (SLAs) and address any issues or discrepancies that arise. Serve as an escalation point for complex benefits issues. Investigate, analyze, and resolve employee concerns or problems related to benefits eligibility, claims, and enrollments.
Knowledge, Abilities, and Skills:
Strong ability to analyze complex data and benefits-related information, identify trends, and develop actionable insights. In-depth understanding of federal and state benefits-related laws, including ACA, FMLA, COBRA, HIPAA, and Arkansas-specific regulations. Ability to interpret and apply these regulations to ensure compliance across benefits programs. Exceptional verbal and written communication skills to effectively explain benefits data, trends, and recommendations to both internal and external stakeholders. Ability to present complex information in a clear and accessible manner. High level of accuracy and attention to detail in handling benefits data, preparing reports, and managing documentation. Focus on delivering high-quality service to employees and internal stakeholders. Adherence to confidentiality and data privacy standards, especially when dealing with sensitive employee benefits data.
Minimum Qualifications:
Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field, plus two (2) years of experience in benefits analysis, administration or a related field. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
