State Accounting Administrator
The State Accounting Administrator serves as the senior financial oversight professional within a state agency, division, or department, responsible for planning, organizing, and managing accounting operations in compliance with Arkansas state laws, regulations, and fiscal policies. This position leads a team of accounting professionals and collaborates with internal and external stakeholders to ensure sound financial stewardship, accurate reporting, and compliance with audit and budgetary requirements.

Typical Functions:
Oversee all accounting functions including general ledger, accounts payable/receivable, grants, payroll, and financial reporting in accordance with Arkansas state financial policies and procedures. Lead the development, implementation, and maintenance of internal accounting systems, procedures, and controls. Supervise and mentor a team of professional and technical accounting staff; assign duties, evaluate performance, and foster professional development. Prepare and analyze financial statements and reports for internal use and external stakeholders, including the Department of Finance and Administration (DFA), Legislative Audit, and federal partners. Coordinate budget formulation and execution with fiscal staff and executive leadership, ensuring expenditures are in line with appropriations and goals. Serve as agency liaison with external auditors, fiscal oversight bodies, and grant agencies regarding audits, compliance reviews, and fiscal monitoring. Monitor revenue streams, allocations, and reimbursements to ensure proper classification and timeliness. Ensure compliance with applicable laws such as the Arkansas Fiscal Transparency Act, Federal Uniform Grant Guidance (2 CFR Part 200), and relevant state procurement rules. Identify opportunities for operational improvement, efficiency, and fiscal accountability. Interpret and communicate changes in accounting principles, laws, and regulations to executive management and staff. Participate in strategic planning related to resource allocation and financial forecasting.
Knowledge, Abilities, and Skills:
Knowledge of governmental accounting principles (GAAP and GASB). Knowledge of Arkansas state budgeting, procurement, and fiscal procedures. Knowledge of SAP/AASIS systems. Knowledge of internal control frameworks and fiscal compliance standards. Knowledge of public fund management, financial audits, and reporting requirements. Knowledge of grants management and federal fund accounting. Skilled in financial data analysis and interpretation. Skilled in supervising, mentoring, and motivating accounting staff. Skilled in developing and implementing accounting procedures and systems. Skilled in preparing clear, accurate, and timely financial reports and statements. Skilled in using financial systems software, spreadsheets, and reporting tools (e.g., Excel, SAP, Power BI). Skilled in coordinating and responding to audits and compliance reviews Ability to exercise sound judgment and discretion in financial decision-making Ability to identify and mitigate risks through strong internal controls. Ability to communicate financial concepts clearly to non-financial personnel. Ability to manage multiple priorities and deadlines with a high degree of accuracy. Ability to interpret complex financial regulations and apply them to agency operations
Minimum Qualifications:
At least six (6) years of progressively more responsible experience in governmental accounting or financial management, with at least two years in a leadership role.
Required Certificates:
Must be a Certified Public Accountant (CPA). OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
