Senior GIS Analyst

The Senior GIS Analyst is responsible for overseeing the development, management, and analysis of geographic information systems (GIS) data to support the State of Arkansas' strategic initiatives. This role involves advanced GIS analysis, spatial data management, and the design and implementation of complex geospatial projects. The Senior GIS Analyst will mentor junior staff, collaborate with internal teams and external stakeholders, and ensure the effective use of GIS technologies to support state-level decision-making processes. This position requires expertise in GIS technologies, advanced spatial analysis, and strong communication skills to translate technical data into actionable insights.

Typical Functions:

Lead complex geospatial analysis to support planning, policy development, environmental management, transportation, urban development, and other government initiatives. Develop and apply advanced spatial modeling and data analysis techniques to address key challenges and inform decision-making. Analyze large datasets to identify patterns, trends, and insights that directly support state goals and objectives. Oversee the management and integration of geospatial data from various sources, ensuring consistency, accuracy, and accessibility. Design and maintain geospatial databases, ensuring high-quality data standards and effective data workflows. Implement best practices in GIS data governance, quality control, and data lifecycle management to ensure data integrity and security. Lead and manage GIS projects from initiation through completion, ensuring that they meet objectives, timelines, and budgets. Mentor junior GIS analysts, providing technical guidance, training, and support to enhance their skills and performance. Act as a subject matter expert, advising both technical and non-technical staff on GIS-related issues and solutions. Design and produce high-quality maps and visualizations to communicate complex spatial data effectively. Serve as the primary point of contact for GIS-related inquiries and technical support, assisting stakeholders in interpreting and utilizing GIS data. Present technical findings and spatial analysis results to both technical and non-technical audiences, including policymakers and the public. Oversee the design, implementation, and optimization of GIS software and tools to improve workflow and data management. Evaluate and implement new GIS technologies and innovations to improve system efficiency and data capabilities. Ensure the GIS system is aligned with the state’s IT infrastructure, collaborating with IT departments for integration and maintenance.

Knowledge, Abilities, and Skills:

Expert proficiency in GIS software such as ArcGIS, QGIS, and other relevant GIS platforms. Advanced knowledge of spatial analysis techniques, geospatial modeling, and spatial data integration. Proficiency in geospatial databases, including managing, querying, and integrating spatial data (e.g., PostGIS, SQL Server Spatial). Strong programming skills in languages such as Python, R, or SQL to automate workflows and conduct advanced geospatial analysis. Knowledge of cartographic principles, map design, and production. Familiarity with remote sensing data and tools for image processing and interpretation.

Minimum Qualifications:

A Bachelor’s degree in Geography, GIS, Geospatial Science, Environmental Science, Computer Science, or a related field is required, plus three (3) years of experience working with GIS technologies, spatial analysis, and geospatial data management. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
