The Range and Training Land Assessment (RTLA) Coordinator plays a pivotal role in evaluating and maintaining the operational readiness and sustainability of training lands. This classification bridges on-site field data collection with strategic planning by managing comprehensive land assessments. It ensures that training areas meet safety standards, remain environmentally sustainable, and align with broader military and operational objectives. The coordinator serves as a liaison among field teams, command personnel, environmental management programs, and other personnel, providing critical insights and actionable recommendations for land rehabilitation and future development.

Special Job Requirements:

Typical Functions:

Develop, implement, and continuously refine land assessment strategies and plans that support training and operational needs. Coordinate with key contributors to integrate land management policies with training area requirements, ensuring that assessments align with both environmental stewardship and operational objectives. Design and execute qualitative and quantitative surveys of training and range lands. Oversee the collection of field data, including terrain surveys, vegetation assessments, soil condition analysis, and digital imagery combined with global positioning system data to pinpoint areas requiring rehabilitation or maintenance. Analyze collected data to evaluate land conditions and identify deficiencies or hazards that could impact training effectiveness. Prepare comprehensive reports and briefings that include digital maps, statistical trends, and actionable recommendations for improvement to be shared with internal leadership and external regulatory agencies. Act as the primary contact for field teams, military training units, and environmental experts. Organize and lead discussions, workshops, and inter-sectional meetings aimed at sharing findings, addressing challenges, and formulating remediation strategies. Ensure that all assessment activities adhere to relevant state and federal regulatory standards, as well as departmental guidelines for environmental and safety practices. Maintain accurate records, documentation, and quality control measures to facilitate ongoing improvement and regulatory audits.

Knowledge, Abilities, and Skills:

Ability to interpret complex data sets and develop innovative solutions that enhance the sustainability and operational readiness of training lands. Excellent written and verbal communication capabilities, ensuring that technical findings are conveyed clearly to varied audiences and decision-makers. Familiarity with modern surveying techniques, remote sensing technologies, and digital mapping platforms. Strong organizational skills and the physical ability to work in rugged and variable field conditions, managing on-site assessments and coordinating travel between locations. Ability to prepare detailed technical reports and presentations for both technical and non-technical audiences.

Minimum Qualifications:

High school diploma or GED. Minimum of 2 years of experience in conducting land assessments, environmental monitoring, or field data collection in a training or range land context. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
