Retirement System Investment Director

The Retirement System Investment Director is a senior executive responsible for designing, implementing, and overseeing the investment strategy of the retirement fund portfolio. This role entails managing diversified asset allocations, ensuring risk-adjusted returns that align with the retirement system's long-term objectives, and maintaining strict adherence to regulatory and fiduciary standards. As a strategic leader, the Investment Director collaborates with internal personnel (such as the investment committee, finance teams, and senior management) and external partners (investment managers, custodians, and regulators) in an attempt to safeguard and enhance the financial health of the retirement system.

Typical Functions:

Formulate and execute a long-term investment strategy that meets the system’s performance goals and risk tolerance. Monitor and manage a diversified portfolio across multiple asset classes-including equities, fixed income, real estate, and alternative investments-to optimize returns. Establish and regularly review the asset allocation strategy in line with evolving market conditions and economic forecasts. Lead the process for selecting, negotiating with, and monitoring external investment managers and custodians. Conduct rigorous due diligence and performance evaluations to ensure investment proposals meet the retirement system’s standards and objectives. Develop and implement robust risk management frameworks to identify, measure, and mitigate portfolio risks. Ensure all investment activities comply with federal, state, and internal regulations while upholding fiduciary responsibilities. Establish benchmarks and track performance metrics, adjusting strategies as needed to maintain alignment with risk and return targets. Build, mentor, and lead a high-performing investment team, fostering a culture of innovation and continuous improvement. Work closely with the Investment Committee, finance, actuarial, and legal teams to integrate investment decisions with overall retirement system strategies. Serve as the primary liaison with investment consultants, regulatory bodies, and industry groups, ensuring clear and transparent communication regarding portfolio performance and strategic decisions. Prepare and present detailed investment reports and strategic recommendations to senior management and the governing board. Stay abreast of global market trends, economic indicators, and emerging investment opportunities to inform strategic decisions. Lead initiatives to improve investment processes and technologies, ensuring the retirement system remains competitive and compliant.

Knowledge, Abilities, and Skills:

Deep knowledge of financial analysis, quantitative modeling, and economic forecasting. Ability to translate market intelligence and complex financial data into actionable investment strategies. Exceptional leadership skills with a history of effectively managing teams. Strong written and verbal communication skills to explain intricate investment concepts clearly. Proven capability in designing and executing risk management frameworks to mitigate portfolio risk while optimizing returns. Adept at negotiating with external managers and building productive relationships with internal personnel, regulatory bodies, and industry peers.

Minimum Qualifications:

Bachelor’s degree in Business Administration, Public Administration, Finance, Economics, Accounting, or a related field. Minimum of 10 years of progressive experience in investment management, portfolio management, or asset management, with demonstrated success in managing sizeable institutional funds. Extensive experience leading investment functions within a public pension fund, retirement system, or equivalent large-scale institutional environment. Professional certifications such as CFA (Chartered Financial Analyst) or CAIA (Chartered Alternative Investment Analyst) may be required.
