Retirement System Deputy Director

The Retirement System Deputy Director serves as a senior leader responsible for managing the day-to-day operations and long-term strategic planning of a retirement benefits system. Working closely with the Retirement System Director, this role ensures the efficient processing of retirement applications, accurate computation of benefits, and strict compliance with federal, state, and organizational regulations. In addition to overseeing operational functions, the Deputy Director drives process improvements, manages significant projects, and serves as a key liaison between internal sections (such as human resources, payroll, and information technology) and external regulatory agencies or vendors. This role is essential to maintain the integrity, responsiveness, and efficiency of the retirement system, while preparing the organization for future challenges and changes.

Typical Functions:

Supervise all aspects of the retirement system’s daily operations, including the processing of retirement applications and the accurate computation of benefits. Oversee the maintenance and updating of participant records and databases to ensure data accuracy and integrity. Assist the Director with long-term strategic planning to advance system capabilities, improve service delivery, and enhance operational efficiency. Lead and manage projects aimed at system modernization, process automation, and overall regulatory compliance improvements. Identify, recommend, and implement procedural enhancements to streamline operations and improve the member experience. Interpret and apply federal, state, and organization-specific regulations governing retirement benefits, ensuring strict adherence to all legal and policy requirements. Monitor system performance and regulatory changes; initiate corrective measures and process adjustments as needed to minimize risk. Supervise, mentor, and evaluate personnel within the retirement system team, fostering a collaborative environment and supporting professional growth. Organize training programs and continuous improvement initiatives to keep the team updated on regulatory changes, system enhancements, and best practices in benefits administration. Act as the principal liaison between the retirement system, internal personnel (such as human resources, payroll, and information technology), and external entities including government agencies and vendors. Represent the retirement system in cross-departmental initiatives and external audits, ensuring clear communication and resolution of complex issues. Utilize advanced data analytics to review performance metrics and generate reports on system efficiency, service levels, and compliance standards. Present detailed findings and strategic recommendations to senior management and governing boards.

Knowledge, Abilities, and Skills:

Strong aptitude for data analysis and familiarity with retirement system management software and advanced reporting tools. Excellent verbal and written communication skills, with the ability to convey complex regulatory and technical information clearly. Strong leadership capabilities and interpersonal skills to foster collaboration both within the team and across departments. In-depth understanding of retirement-related laws, policies, and industry best practices, with experience applying these standards in operational settings.

Minimum Qualifications:

Bachelor’s degree in Business Administration, Public Administration, Finance, Economics, Accounting, or a related field. Minimum of 10 years of progressively responsible experience in benefits administration, retirement system management, or a related field. Proven track record in managing complex retirement benefits programs within a state, municipal, or large-scale organizational environment may be required.
