Regulatory Enforcement Manager
The Regulatory Enforcement Manager is a senior-level law enforcement professional in charge of developing, implementing, and overseeing regulatory enforcement programs to ensure compliance with relevant laws, regulations, and internal policies. This role is pivotal in protecting public safety and organizational integrity by leading enforcement teams. The manager acts as a strategic advisor by interpreting legislative changes, shaping policy implementation, and ensuring that enforcement actions are conducted dispassionately, consistently, and effectively while upholding the agency's standards.

Typical Functions:
Design, implement, and continuously improve regulatory and law enforcement strategies that align with agency goals and legal directives. Develop and update enforcement policies, procedures, and guidelines to address evolving regulatory landscapes and emerging industry risks. Oversee and mentor enforcement personnel, ensuring that team members perform investigations, conduct criminal arrest, and compliance checks in line with established protocols, agency policy, state law, and the rules of criminal procedure. Allocate resources and provide direction to internal rank structures in order to optimize operational efficiency and ensure timely completion of enforcement activities. Supervise and direct complex investigations into potential regulatory and criminal violations, ensuring thorough evidence collection, accurate reporting, and appropriate follow-up actions to include successful prosecutions of violators. Review and analyze enforcement data, identifying trends and taking appropriate preventive measures or formulating and implementing policy amendments to mitigate risks and enhance public safety though sound and effective enforcement priorities and policy. Serve as the primary liaison between the organization and external regulatory bodies, government agencies, and industry personnel to expedite information exchange and foster cooperative compliance efforts. Prepare and present detailed reports, policy recommendations, and compliance status updates to senior leadership and other decision-makers. Develop and manage budgets for enforcement operations, including resource allocation and cost control measures. Ensure accurate record-keeping and documentation, maintaining confidentiality and integrity of enforcement data including maintaining compliance with Federal Criminal Justice Information Services (CJIS) Security Policy.
Knowledge, Abilities, and Skills:
Strong strategic planning skills, with the ability to lead teams in high-stakes environments and make informed decisions under pressure. Excellent oral and written communication skills for preparing detailed reports, policy briefings, and for effective cross-agency collaboration. Proficiency in data management and analytical techniques to assess compliance trends and develop proactive enforcement strategies. Aptitude for resolving disputes, addressing non-compliance issues constructively, and ensuring dispassionate enforcement practices.
Minimum Qualifications:
Bachelor’s Degree in Criminal Justice, Public or Business Administration, or a related field. Must be a Commission on Law Enforcement Standards and Training certified law enforcement officer (Statutory Requirement). Minimum of 10 years of progressively responsible management experience in law enforcement. Must have knowledge of the theories, principles, and practices of effective law enforcement administration with particular attention to planning and organizing services and operations; the theories, principles, and practices of effective public administration, with special reference to law enforcement departmental policies, personnel, and budget administration; modern law enforcement management and regulatory techniques, supervisory practices, and evaluation methods; governmental organization and management and the principles and practices of effective leadership and administration. Proven experience with data analysis, risk assessment, and the practical application of regulatory guidelines to inform enforcement actions. Experience in budget management, report writing, and interdepartmental collaboration is essential.
