Public Service Commission Supervisor/Expert

The Public Service Commission (PSC) Supervisor Expert is responsible for overseeing regulatory operations, ensuring compliance with state laws, and supervising a team of professionals responsible for public utility oversight. This role requires a high level of analytical ability, leadership, and regulatory expertise to manage case reviews, stakeholder relations, and enforcement actions.

Typical Functions:

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Monitor and enforce compliance with Arkansas public utility laws, rules, and regulations. Review, evaluate, and approve filings, applications, and reports from utility providers. Conduct investigations and recommend enforcement actions when violations occur. Directly supervise and mentor PSC staff, including analysts, inspectors, and administrative personnel. Serve as a liaison between the commission, state agencies, utility providers, and the public. Facilitate public hearings, regulatory proceedings, and industry discussions. Address public inquiries, complaints, and concerns regarding public service regulations. Oversee the review, analysis, and resolution of regulatory cases. Prepare and present detailed reports, recommendations, and findings for senior officials. Maintain accurate records and documentation for all regulatory matters. Manage budgeting and resource allocation for PSC activities. Address complex regulatory issues and disputes with sound judgment and fairness. Investigate and resolve conflicts between stakeholders, utility companies, and the public. Proactively assess risks and implement strategies to prevent service disruptions or regulatory breaches.

Knowledge, Abilities, and Skills:

Strong decision-making and strategic thinking in complex regulatory environments. Exceptional verbal and written communication skills for stakeholder interactions and report writing. Ability to conduct public hearings, facilitate meetings, and address inquiries professionally. Deep understanding of state and federal public utility regulations. Expertise in evaluating complex regulatory cases and making informed recommendations. Ability to identify trends, risks, and challenges affecting public service oversight. Strong attention to detail in reviewing reports, applications, and compliance documents. Experience in budget planning, resource allocation, and financial oversight. Ability to evaluate operational effectiveness and implement process improvements. Understanding of state procurement and financial regulations.

Minimum Qualifications:

At least four years of experience in public service, regulatory oversight, government operations, or a related field, including one year in a leadership capacity.
