Public Finance Officer
The Public Finance Officer is a finance professional tasked with managing, overseeing, and analyzing the financial operations of a public entity. Typical Functions:
Design, develop, and monitor comprehensive budgets for government agencies or public projects. Forecast revenue streams and plan expenditure to meet strategic priorities while maintaining fiscal prudence. Analyze financial performance against budgets, historical data, and competitive benchmarks. Prepare detailed financial reports, performance indicators, and forecasts for senior management, elected officials, and regulatory bodies. Develop, implement, and review internal controls to guarantee compliance with local, state, and federal regulations. Advise on fiscal policies and propose operational procedures that align with established accounting standards and statutory requirements. Oversee the allocation and disbursement of public funds, ensuring transparency and efficiency. Identify fiscal risks and design alleviation and extenuation strategies to safeguard public resources. Collaborate with other government agencies, financial institutions, and auditors. Effectively communicate complex financial information and recommendations to both technical and non-technical audiences.
Knowledge, Abilities, and Skills:
Ability to interpret complex financial data, build forecasting models, and offer strategic insights that drive sound fiscal decisions. Excellent written and verbal communication skills, empowering the officer to present financial data and policy recommendations clearly and persuasively. A demonstrable commitment to transparency, accountability, and ethical management of public resources. Proficiency in financial management software (such as SAP, Oracle Financials, or equivalent) along with advanced Excel skills. Strong grasp of public accounting principles, budget planning, and regulatory financial frameworks.
Minimum Qualifications:
Bachelor’s degree in Finance, Accounting, Economics, Public Administration, Business Administration, or any related discipline. Minimum of 6 years of experience within public finance, governmental budgeting, financial analysis, or a related field. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
