The Public Finance Officer Supervisor / Expert is a senior-level financial strategist responsible for guiding the fiscal planning and management of public resources. Typical Functions:

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Formulate and implement long-term fiscal policies and strategies aligned with pre-determined agency priorities. Serve as a principal advisor to senior management, elected officials, and other government agencies on financial trends, risks, and opportunities. Direct and oversee the development, management, and evaluation of comprehensive annual, mid-term, and long-term budgets. Adjust financial allocations proactively in response to evolving agency needs and emerging economic conditions. Lead sophisticated financial analyses and forecasting to evaluate fiscal performance versus established goals. Produce detailed reports, performance metrics, and predictive models for senior leadership, ensuring data-driven decision-making. Develop, monitor, and refine internal controls in an attempt to guarantee adherence to state and federal financial regulations. Implement robust audit and compliance frameworks to safeguard agency funds and ensure transparency. Identify, assess, and mitigate financial risks through proactive planning and continuous operational improvements. Introduce innovative practices to enhance the efficiency, accountability, and effectiveness of public financial systems. Mentor and guide finance teams, fostering an organizational culture of excellence and innovation. Communicate complex fiscal data and policy implications clearly to government officials, auditors, and the public.

Knowledge, Abilities, and Skills:

Proficiency in industry-standard financial management software (e.g., SAP, Oracle Financials) and advanced Excel skills. Strong analytical capabilities with experience in constructing sophisticated financial models, trend analyses, and performance metrics. Exceptional communication and negotiation skills, with the ability to translate technical financial language into actionable policy insights. Leadership qualities that include the aptitude to motivate teams, drive change, and foster collaborative partnerships across agencies.

Minimum Qualifications:

Bachelor’s degree in Finance, Accounting, Economics, Public Administration, Business Administration, or any related discipline. Minimum of 10 years of progressive, high-level experience in public finance management, governmental budgeting, or financial analysis. Advanced certifications such as Certified Public Accountant (CPA), Chartered Financial Analyst (CFA), or specialized Public Finance Certification may be required. Demonstrated history of managing large-scale budgets and providing strategic financial leadership in a complex governmental agency setting is essential. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
