Property Assessment Specialist

The Property Assessment Coordinator is a professional-level position within the Arkansas Department of Finance and Administration (DFA) Assessment Coordination Division (ACD). This role is responsible for providing technical support, guidance, and oversight to county assessors and local officials regarding property assessment procedures, valuation standards, and compliance with Arkansas tax laws. The coordinator helps ensure the fair, equitable, and uniform assessment of real and personal property across the state.

Special Job Requirements:

Typical Functions:

Provide consultation and technical assistance to county assessors and appraisal staff on property valuation practices and assessment standards. Monitor and review local assessment procedures to ensure compliance with Arkansas laws, regulations, and equalization standards. Assist with annual ratio studies, field reviews, and property audits across counties to evaluate assessment quality and uniformity. Develop and deliver training sessions, workshops, and materials for local officials, staff, and appraisal contractors. Analyze assessment data, trends, and market conditions to provide recommendations on improving valuation accuracy and efficiency. Interpret and explain Arkansas property tax laws and legislative changes to county officials and the public. Prepare detailed reports, documentation, and recommendations for the ACD and other stakeholders. Represent the DFA and ACD in public meetings, hearings, and statewide conferences. Support the development and refinement of policies, procedures, and standards used to guide local assessment operations.

Knowledge, Abilities, and Skills:

Strong knowledge of real and personal property valuation methods, mass appraisal systems, and Arkansas property tax regulations. Ability to interpret complex legal and financial data and make sound recommendations based on evidence and policy. Effective verbal and written communication skills; able to conduct clear and engaging training sessions and presentations. Ensures accuracy and consistency in reviewing assessment practices and preparing technical reports. Identifies and addresses discrepancies or challenges in assessment operations with practical and policy-compliant solutions.

Minimum Qualifications:

A bachelor’s degree in business administration, public administration, real estate, finance, or a related field is required. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.

Required Certificates:

This position is required to have a minimum Level IV designation from the Assessment Coordination Education Program. Receiving this or a higher designation includes the necessary appraisal education; completion of comprehensive exams; and years of experience. College degree should not be required. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
