Procurement Manager

The Procurement Manager plays a crucial role in overseeing and managing the procurement operations for a state department, ensuring the efficient acquisition of goods and services in compliance with state regulations and budget constraints. As a leadership position, this role is responsible for directing the procurement team, developing and implementing procurement strategies, and ensuring that procurement processes are transparent, cost-effective, and legally compliant.

Typical Functions:

Lead the development and execution of procurement strategies to meet the state’s goals while ensuring compliance with state laws, regulations, and departmental policies. Oversee and manage the end-to-end procurement process for goods and services, including needs assessment, bid solicitation, vendor selection, contract negotiation, and contract administration. Supervise, mentor, and develop a team of procurement professionals, providing guidance, training, and performance feedback to foster a high-performing procurement team. Establish and maintain strong working relationships with vendors, contractors, and other external partners to ensure reliable and cost-effective supply chain solutions. Lead contract negotiations, ensuring favorable terms for the state while mitigating risks associated with vendor performance. Regularly evaluate vendor performance and address any issues related to contract compliance, quality, or delivery. Provide guidance to vendors regarding procurement requirements, state regulations, and expectations for service delivery. Oversee the preparation, execution, and monitoring of contracts, ensuring compliance with state procurement laws and regulations. Manage contract renewals, amendments, and terminations, ensuring that all contractual obligations are fulfilled and aligned with the department’s needs. Review and approve procurement documentation, including contracts, purchase orders, and bid evaluations, to ensure accuracy and compliance. Provide procurement data and insights to senior management to inform decision-making and strategic planning. Ensure that all procurement activities and transactions are documented accurately and stored in compliance with record-keeping regulations and audit requirements.

Knowledge, Abilities, and Skills:

In-depth knowledge of procurement practices, including competitive bidding, contract negotiations, vendor management, and compliance with public procurement regulations. Proven ability to develop and implement procurement strategies that achieve cost savings, enhance efficiency, and deliver quality outcomes. Expertise in vendor negotiation, including contract terms, pricing, and service levels. Excellent written and verbal communication skills to interact effectively with internal stakeholders, vendors, and senior management. Skilled at resolving complex procurement challenges and conflicts, whether they involve internal teams, vendors, or external stakeholders.

Minimum Qualifications:

Bachelor’s degree in business administration, public administration, supply chain management, or a related field, plus five (5) year of experience in procurement, contract management, or a related field is required.
