Procurement Analyst
The Procurement Analyst is an intermediate-level role within the procurement team, responsible for managing and overseeing the procurement of goods and services for a state department. The Procurement Analyst will handle purchasing, vendor management, contract negotiations, compliance, and reporting, ensuring that all procurement activities are conducted in a transparent, cost-effective, and legally compliant manner.

Typical Functions:
Manage the procurement process for goods and services, including preparing requests for proposals (RFPs), invitations for bids (IFBs), and requests for qualifications (RFQs). Review and evaluate vendor bids, proposals, and quotations, ensuring compliance with state procurement guidelines and regulations. Negotiate and finalize contracts with vendors, ensuring all terms and conditions are aligned with departmental needs and legal requirements. Oversee the timely delivery of goods and services as per contract specifications. Develop and maintain professional relationships with vendors, suppliers, and service providers to ensure smooth procurement operations. Monitor vendor performance and address any issues or discrepancies, including resolving delivery delays, product quality concerns, or service-related challenges. Administer contracts throughout their lifecycle, including managing renewals, extensions, and modifications. Ensure that all vendor agreements comply with the state’s procurement policies and that both parties adhere to agreed-upon terms. Maintain accurate and organized records of procurement transactions, vendor communications, and contract documentation. Prepare procurement reports for senior management, highlighting key metrics such as savings, vendor performance, and budget adherence. Contribute to the preparation of procurement status updates and performance reviews to ensure stakeholders are informed of procurement activities and outcomes. Assist senior procurement staff with more complex procurement activities, providing support and contributing to overall departmental objectives. Provide guidance and assistance to entry-level procurement staff as needed, offering mentorship and knowledge-sharing to promote team development.
Knowledge, Abilities, and Skills:
Ability to maintain accurate and thorough records, review documents carefully, and identify Strong understanding of procurement processes, contract negotiation, and vendor management, with the ability to execute procurement tasks independently. Familiarity with Arkansas state procurement laws and regulations, including public sector procurement rules and compliance standards. Ability to manage detailed procurement documentation and ensure accuracy in contracts, reports, and vendor agreements. Strong organizational skills to handle multiple projects and meet deadlines. Ability to analyze procurement data, perform cost-benefit analyses, and make data-driven decisions that optimize procurement outcomes. Capable of identifying areas for process improvement and recommending solutions that enhance efficiency. Proficient in negotiating contract terms, pricing, and delivery schedules with vendors to secure favorable outcomes for the department. Ability to navigate complex contract negotiations and ensure that all terms align with department goals and state regulations. Ability to identify and resolve issues in procurement processes, including vendor disputes, compliance challenges, and delays in delivery.
Minimum Qualifications:
Bachelor’s degree in business administration, public administration, supply chain management, or a related field, plus one (1) year of experience in procurement, contract management, or a related field is required. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
