The Police Chief serves as the highest-ranking law enforcement officer within the agency, responsible for overseeing operations, strategic planning, and public safety initiatives. This role requires strong leadership, crisis management, and decision-making abilities to ensure law enforcement policies align with state laws and community needs.

Typical Functions:
Develop and implement law enforcement strategies, policies, and procedures in accordance with state and federal laws. Provide strategic direction and oversight of all law enforcement operations, investigations, and community policing initiatives. Oversee budgeting, resource allocation, and fiscal management to ensure efficiency and accountability. Direct criminal investigations, patrol operations, and emergency response efforts. Ensure compliance with state laws, departmental regulations, and professional standards. Evaluate crime trends and implement crime prevention programs to enhance public safety. Serve as a key decision-maker during emergency situations, crises, and natural disasters. Represent the agency at public meetings, press conferences, and state-wide law enforcement forums. Work with state and federal agencies on joint investigations, task forces, and intelligence-sharing efforts. Ensure all law enforcement activities comply with Arkansas state laws, ethical standards, and accreditation requirements.
Knowledge, Abilities, and Skills:
Strong organizational and strategic planning skills. Ability to lead large teams and resolve conflicts. Experience in budget management, resource allocation, and operational planning. Deep knowledge of Arkansas state laws, criminal justice procedures, and law enforcement operations. Skilled in criminal investigations, forensics, and crime prevention strategies. Ability to analyze crime trends and implement effective policing techniques. Excellent verbal and written communication skills. Ability to build trust and maintain positive relationships with diverse communities. Strong public speaking and media relations skills for press briefings and public safety campaigns. Ability to make quick, effective decisions under high-pressure situations. Skilled in critical thinking, problem-solving, and risk assessment. Experience handling emergency response, disasters, and critical incidents.
Minimum Qualifications:
At least five years of experience in law enforcement, including at least three years in a leadership capacity.
Required Certificates:
Must be Certified Law Enforcement Officer in the State of Arkansas. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
