Park Planner

The Park Planner is responsible for developing, designing, and improving state parks, outdoor recreation areas, and public lands across Arkansas. This position works closely with state officials, environmental specialists, and community stakeholders to ensure that public outdoor spaces are functional, accessible, and environmentally sustainable. The Park Planner conducts site assessments, creates master plans, and oversees projects related to park infrastructure, recreational facilities, and conservation efforts.

Typical Functions:

Develop and implement park master plans, site layouts, and facility designs for state parks and outdoor recreation areas. Assess land use to ensure environmentally sustainable and visitor-friendly development. Prepare conceptual designs, maps, and presentations using Geographic Information Systems (GIS) and design software. Identify opportunities for trail systems, campgrounds, water access points, and visitor facilities. Oversee the planning, permitting, and execution of park improvement projects. Collaborate with engineers, landscape architects, and contractors on infrastructure enhancements. Ensure compliance with state and federal regulations, accessibility standards, and conservation policies. Evaluate park conditions, visitor usage patterns, and infrastructure needs to guide future development efforts. Conduct public meetings, surveys, and outreach efforts to gather community input on park development. Identify and assist in securing grants and funding sources for park development projects. Assist in budget planning and financial oversight related to park planning initiatives. Prepare cost estimates and feasibility studies for proposed projects. Ensure that park designs incorporate best practices for environmental conservation. Coordinate with natural resource managers to balance recreation with habitat preservation. Develop strategies for stormwater management, erosion control, and green infrastructure in parks.

Knowledge, Abilities, and Skills:

Strong knowledge of landscape architecture, urban planning, environmental design, and GIS mapping. Experience in park and recreation planning, land use analysis, and sustainable design principles. Familiarity with state and federal guidelines for outdoor recreation development and conservation. Ability to manage multiple projects, set priorities, and meet deadlines. Strong analytical skills to assess site conditions, visitor trends, and park infrastructure needs. Detail-oriented approach to project budgeting, feasibility assessments, and resource allocation. Excellent verbal and written communication skills for engaging stakeholders, presenting plans, and writing reports. Strong public speaking skills for leading community meetings and public engagement initiatives. Ability to develop unique, functional, and visually appealing outdoor spaces. Strong problem-solving skills to balance recreational use with environmental preservation.

Minimum Qualifications:

At least three years of experience in outdoor recreation development, historic preservation, resource management, park planning, construction administration, landscape design, or a related field. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
