Park Lieutenant Colonel

The Park Lieutenant Colonel serves as a high-ranking law enforcement administrator within the Arkansas State Parks system, overseeing statewide park law enforcement operations and strategic planning. This leadership role ensures the safety of park visitors, protection of natural and cultural resources, and enforcement of state laws and park regulations.

Typical Functions:

Provide executive-level leadership to regional Park Law Enforcement operations, supervising Park Majors, Sergeants, and Rangers. Lead development and implementation of policies, standard operating procedures, and enforcement priorities aligned with departmental goals. Support the park administration in executing long-term law enforcement strategy, workforce planning, and budget administration. Oversee investigations, major incidents, and multi-agency law enforcement coordination within Arkansas State Parks. Ensure compliance with state and federal laws, environmental regulations, and constitutional policing principles. Serve as an incident commander or support during emergency operations, search-and-rescue missions, or natural disasters. Assist in recruitment, training, promotion, and evaluation of commissioned officers and supervisory staff. Contribute to operational planning and interagency collaboration with local, state, and federal partners on public safety, homeland security, and environmental protection initiatives. Analyze crime trends, enforcement data, and visitor impact to develop innovative safety programs and resource allocation plans. Represent the Division of Law Enforcement at public meetings, legislative hearings, media events, and interdepartmental task forces. Address visitor concerns or complaints involving officer conduct or park safety in a timely and professional manner.

Proven ability to lead multidisciplinary teams with fairness, integrity, and transparency. Sound judgment under pressure, with a focus on public service and officer wellness. Ability to interpret complex data, policies, and environmental laws to support resource management and law enforcement goals. Strong written and verbal communication skills for interacting with the public, staff, media, and government officials. Diplomacy and tact in resolving disputes and addressing sensitive law enforcement matters. Upholds high ethical standards and exemplifies professional conduct as a model for subordinate officers.

Minimum Qualifications:

At least five years of experience in law enforcement, including at least three years in a leadership capacity.

Required Certificates:

Must be a certified law enforcement officer in the State of Arkansas. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
