Outdoor Recreation Director

The Outdoor Recreation Director is responsible for overseeing the planning, development, and management of outdoor recreation programs and facilities across the state. This position ensures that Arkansas's outdoor recreation opportunities are accessible, sustainable, and aligned with conservation and public engagement initiatives. The director will develop policies, coordinate with stakeholders, and lead initiatives to enhance outdoor tourism, environmental stewardship, and public enjoyment of natural resources.

Special Job Requirements:

Typical Functions:

Develop and implement statewide outdoor recreation policies, initiatives, and strategic plans. Oversee the planning, funding, and execution of outdoor recreation programs, trails, waterway access, and park enhancements. Ensure compliance with state and federal regulations regarding public land use, accessibility, and environmental protection. Identify and pursue grants and funding opportunities for outdoor recreation projects. Collaborate with local governments, nonprofit organizations, state parks, tourism agencies, and community groups to expand outdoor recreation opportunities. Represent the agency at public meetings, conferences, and policy discussions. Oversee the maintenance, development, and expansion of outdoor recreation facilities, including trails, campgrounds, and water access points. Work with environmental specialists to ensure sustainability and conservation efforts in outdoor recreation spaces. Monitor and assess visitor trends, public use patterns, and facility needs to improve recreation experiences. Supervise and guide regional managers, park administrators, and outdoor recreation staff. Develop and execute statewide marketing campaigns to promote Arkansas’s outdoor recreation opportunities.

Knowledge, Abilities, and Skills:

Proven ability to develop and implement large-scale outdoor recreation programs and initiatives. Strong leadership and team management skills in a government or public service setting. Ability to analyze data, assess community needs, and develop long-term recreation plans. Knowledge of outdoor recreation trends, conservation best practices, and environmental sustainability. Familiarity with public land policies, state and federal recreation grants, and outdoor facility management. Excellent communication and public speaking skills for engaging the public and community groups. Strong problem-solving skills in conflict resolution, program challenges, and public concerns. Experience in budget development, grant writing, and resource allocation for outdoor programs. Knowledge of state procurement policies and financial oversight.

Minimum Qualifications:

At least five years of experience in outdoor recreation, park management, conservation programs, public administration, or a related field, including 2 years in a leadership capacity.
