OAL Senior Database Administrator

The Office of Arkansas Lottery (OAL) Senior Database Administrator is responsible for the design, implementation, management, and maintenance of the lottery's databases and related systems. This senior-level position ensures the integrity, security, availability, and performance of the databases that support the lottery's operations, including gaming systems, draw processes, financial records, and player information. The OAL Senior Database Administrator will work closely with other IT staff, vendors, and stakeholders to support critical database operations and contribute to the overall success of the lottery's technological infrastructure.

Typical Functions:

Design and implement scalable, reliable, and secure database solutions to support the daily operations of the Arkansas Lottery. Maintain and optimize existing databases, ensuring efficient data storage, retrieval, and processing. Oversee database migration efforts, including moving databases between environments (e.g., development to production) and ensuring minimal downtime during transitions. Implement database updates and patches in compliance with industry standards and regulatory requirements. Ensure the security, integrity, and confidentiality of all lottery databases and related data systems. Set up and maintain security protocols, including user access control, encryption, and auditing mechanisms, to prevent unauthorized data access and breaches. Regularly review database access logs and perform risk assessments to identify potential vulnerabilities. Monitor and analyze database performance, identifying areas for improvement and proactively resolving bottlenecks. Conduct database tuning activities, including query optimization, indexing, and database configuration adjustments to improve performance and reduce response times. Develop and implement database backup and recovery procedures to ensure the protection and availability of critical data. Facilitates data transfer between vendors, OAL, ASL website, and other state agencies. Work with website development vendor for data access needs and change control. Establishes and maintains contact with vendors for software support and problem resolution; maintains knowledge of current enhancements in database software. Work closely with IT teams, application developers, and external vendors to ensure database integration with other systems and applications (e.g., gaming platforms, financial software).

Knowledge, Abilities, and Skills:

Ability to analyze complex database-related issues, troubleshoot root causes, and implement effective solutions to ensure minimal system downtime and optimal database performance. Strong communication skills, both written and verbal, to convey technical information to non-technical stakeholders and collaborate effectively with IT teams and vendors. A meticulous approach to managing database configurations, security settings, and performance metrics to ensure accuracy and reliability. Strong analytical abilities to interpret complex data, identify patterns, and recommend solutions to optimize system performance.

Minimum Qualifications:

A bachelor’s degree in Computer Science, Information Technology, Database Administration, or a related field, plus five (5) years of experience in database administration or related IT roles are required. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
