OAL Security Deputy Director

The Office of Arkansas Lottery (OAL) Deputy Director of Investigations & Enforcement is a sworn law enforcement role responsible for safeguarding the integrity, security, and public trust of the Arkansas Scholarship Lottery by leading all security-related operations. This includes overseeing the investigative unit, responding to and reviewing complaints and violations, and ensuring compliance with all applicable laws, rules, and regulations.

Typical Functions:

Supervise, train, and manage a team of investigators responsible for investigating complaints, and responding to violations of Arkansas Lottery laws or rules. Oversee the investigation of criminal and administrative violations related to lottery operations, including fraud, theft, misconduct, and policy violations. Coordinate with local, state, and federal law enforcement agencies on criminal investigations and subpoenas. Review and evaluate all complaints, claims, suspicious activity, and inquiries involving potential violations or irregularities in lottery operations. Develop and implement internal security protocols, investigation guidelines, and reporting procedures to maintain program integrity. Maintain strict confidentiality of sensitive investigations, personal data, and secure lottery systems. Participate in the development and revision of policies to enhance security, compliance, and transparency within OAL operations. Prepare detailed investigative reports, executive summaries, and official correspondence for senior leadership, legal counsel, and oversight entities. Represent the Office of Arkansas Lottery in legal proceedings or public hearings related to security or compliance matters as needed.

Knowledge, Abilities, and Skills:

In-depth understanding of investigative practices, interview techniques, and case management protocols. Familiarity with criminal justice procedures, evidence handling, and regulatory compliance standards. Proficient in writing clear, defensible investigative reports and presenting findings in administrative or legal contexts.

Minimum Qualifications:

Must be a graduate of a law enforcement academy accredited by the State of Arkansas. Must be a Certified law enforcement officer through the Arkansas Commission on Law Enforcement Standards and Training (or eligible for immediate reciprocity from another state) with at least five (5) years of total law enforcement experience, five (3) years of supervision/leadership, and 2 years of verifiable investigatory experience. Must be able to successfully complete the online Criminal Justice Information System fingerprint training and certification within the first month of employment. A bachelor’s degree in criminal justice, law, public administration, business administration or a related field are preferred qualifications. Other job-related education and/or experience may be substituted. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
