OAL Sales Director

The Office of Arkansas Lottery (OAL) Sales Director provides strategic leadership and operational oversight of all sales-related functions, with a primary focus on maximizing lottery ticket sales and retailer performance while upholding the integrity, transparency, and mission of the Arkansas Scholarship Lottery. This executive-level role is responsible for directing statewide sales strategies, managing field sales operations, cultivating retail partnerships, and identifying growth opportunities that support the Lottery's objectives of generating revenue for Arkansas scholarships through responsible gaming.

Typical Functions:

Develop, implement, and evaluate comprehensive statewide sales strategies to increase ticket sales, retailer engagement, and market penetration. Set measurable sales goals and monitor performance against objectives, making data-informed decisions to drive growth. Establish performance standards and provide training, coaching, and professional development opportunities to promote high performance and employee growth. Oversee the development and expansion of the retailer network, including onboarding new retailers, upgrading existing ones, and identifying underserved markets. Foster strong relationships with retailers and chain accounts to improve sales, ensure compliance, and enhance the retailer experience. Manage sales forecasting, territory planning, resource allocation, and budget adherence. Ensure timely and effective implementation of promotional campaigns, product launches, and merchandising initiatives in the field. Analyze sales data and trends to track progress toward strategic goals and to inform executive leadership of performance. Work closely with marketing, product development, gaming, and finance teams to coordinate efforts and ensure cohesive strategy execution. Direct a professional staff by interviewing, hiring, terminating, evaluating employee performance and reviewing/approving final work products and activities. Supervise and lead the sales team, cultivate a constructive work environment for team to deliver an exceptional work product and increase efficiency and effectiveness. Manage internal personnel procedures and policies. Collaborate with other division directors to support the Executive Director in leading the Arkansas Scholarship Lottery toward its mission.

Ability to develop long-term strategies and translate them into actionable plans with measurable outcomes. Strong interpersonal, verbal, and written communication skills with the ability to present effectively to executive leadership, retailers, and the public. Skilled at building trust and maintaining collaborative partnerships with internal and external stakeholders. Data-driven decision-maker who is proactive in identifying challenges and delivering practical solutions.

Minimum Qualifications:

A Bachelor’s degree in Business Administration, Marketing, Management, or a related field, plus four (4) years of experience in experience in sales leadership are required. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
