OAL Publication Specialist

The Office of Arkansas Lottery (OAL) Publication Specialist plays a crucial role in creating, managing, and distributing promotional materials, news releases, and other forms of communication to inform the public, stakeholders, retailers, and OAL employees about the winners, games, promotions, beneficiaries, responsible gambling, retailer highlights, and other activities of the Arkansas Scholarship Lottery. This position requires strong writing, editorial, and communication skills to ensure that all materials are accurate, engaging, and aligned with the OAL mission and state regulations. The OAL Publication Specialist will produce content for print, digital, and multimedia formats, while maintaining consistency and adherence to OAL guidelines and brand standards. The OAL Publication Specialist is responsible for planning and implementing promotional events at OAL retail locations, retailer interviews for publication, and winner interviews for news release distribution.

Typical Functions:

Write, edit, and proofread a wide range of materials, including press releases, brochures, promotional materials, newsletters, social media content, and reports. Ensure that all written materials effectively communicate the Arkansas Scholarship Lottery’s mission, message, policies, and initiatives to both internal and external audiences. Interview high-tier winners when notified by Claim Center personnel and develop news releases to promote winnings. Manage winner information and approve content for winner posts on social media created by the advertising agency. Coordinate and conduct interviews with retailers and other individuals to gather information for news articles, stories, social media content, and retailer publications. Working with the advertising agency, develop and manage content for the OAL website, ensuring information is up to date, accurate, and user-friendly. Create content for promotional campaigns, media outreach, and advertising, tailored to the OAL’s target audiences. Oversee the production and distribution of publications, including managing deadlines, coordinating with graphic designers, sales division, and gaming division for accurate, effective, responsible communications. Manage the logistics of content distribution, including overseeing mailing lists, digital distribution, and coordinating with external partners for earned media placements. Develop and maintain a content calendar for all publication-related activities to ensure timely and relevant communication with stakeholders. Ensure that all publications adhere to OAL’s branding guidelines and that the tone and voice align with the organization’s mission and values. Work closely with the marketing team to align publication strategies with OAL’s broader messaging, mission, and promotional goals. Collaborate with internal departments such as marketing, legal, and operations to gather necessary information, obtain approvals, and ensure accuracy in all publications. Coordinate with external media outlets, partners, and vendors to enhance the reach and effectiveness of OAL’s publications. Maintain a good relationship with external writers, editors, and graphic designers to ensure the production of high-quality content. Track and analyze the effectiveness of publications through engagement metrics such as website traffic, social media interactions, and reader feedback. Provide regular reports to management on the success of publication efforts and areas for improvement. Use feedback and data to continually refine and optimize content creation and distribution strategies. Work with sales team to promote the lottery at retailer events, including planning, preparation, event management, and wrap-up. May include some overnight and weekend travel. Knowledge, Abilities, and Skills:

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and familiarity with graphic design software (Adobe Creative Suite, Canva) and Google Office Suite is preferred. Strong knowledge of writing, editing, proofreading, and publishing techniques, with the ability to translate complex information into clear, accessible, engaging content. Experience with content management systems (CMS) and website editing tools. Familiarity with social media platforms and digital content strategies. Ability to conduct research and synthesize information for publication purposes.

Minimum Qualifications:

A Bachelor’s degree in Marketing, Communications, Advertising, Business, or a related field is required, plus two (2) years of experience in Marketing, Advertising, Communications, or a related field is preferred. Other job-related education and/or experience may be substituted. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
