OAL Product Manager

The Office of Arkansas Lottery (OAL) Product Manager is a key member of the product development and games management team, responsible for overseeing the full lifecycle of lottery games and products. This includes the creation, development, launch, and performance monitoring of instant and online games, as well as supporting player rewards programs and promotional initiatives. The OAL Product Manager works closely with internal departments, vendors, and players to ensure engaging, compliant, and revenue-generating products that align with the Lottery's mission to fund scholarships for Arkansas students.

Typical Functions:

Plan, develop, and manage the design and launch of new lottery games (instant and online), including prize structures, themes, play mechanics, and price points. Oversee production timelines, working with vendors and internal teams to ensure games are delivered on time and within budget. Coordinate the approval and testing of games to ensure compliance with state regulations and internal standards. Support the implementation and promotion of the Arkansas Lottery’s player loyalty/rewards programs. Collaborate on campaign ideas and promotional activities that increase participation and engagement. Collaborate with marketing, advertising, finance, compliance, and sales teams to support game launches and ongoing product success. Provide input for advertising and promotional materials to ensure accurate representation of products and responsible gaming messaging. Respond to player and retailer inquiries related to games, promotions, and rewards programs in a timely and professional manner. Maintain accurate documentation related to game launches, product decisions, and player program initiatives.

Knowledge, Abilities, and Skills:

Ability to develop unique, engaging game ideas and promotional strategies while maintaining regulatory compliance. Strong written and verbal communication skills; comfortable presenting ideas and collaborating across teams. Ability to analyze game performance, sales data, and market trends to inform product decisions. Thorough in reviewing product specifications, marketing materials, and compliance documents to avoid errors.

Minimum Qualifications:

Bachelor’s degree in Business Administration, Marketing, Communications, Statistics, Game Design, or a related field is required, plus three (3) years of experience in product management, marketing, game development, or program coordination is desired. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
