OAL Office Campaign Coordinator
The Office of Arkansas Lottery (OAL) Marketing Outreach and Campaign Coordinator is a key position responsible for the planning, development and execution of advertising campaigns and outreach opportunities that promote the mission, games, and initiatives of the Arkansas Scholarship Lottery. This role involves collaborating with marketing team and other internal teams to develop, implement, evaluate, and optimize successful campaigns and events aimed at responsibly increasing awareness, engagement, and revenue for the Arkansas Scholarship Lottery.

Typical Functions:
Collaborate with senior leadership, marketing, sales, and gaming teams to develop effective, data-driven campaign strategies and tactics that align with the Arkansas Scholarship Lottery’s goals and objectives. Create clear campaign goals, target audience identification, and key performance indicators (KPIs) to track the success of each campaign. Work with advertising agency to develop effective creative concepts, messaging, and themes for OAL campaigns that engage and resonate with the Arkansas public. Manage the campaign timeline, including setting milestones, deadlines, and task delegation to ensure that all activities are completed efficiently and on time. Coordinate with the advertising agency and cross-functional teams to integrate campaign efforts across all platforms, including print, digital, social media, television, radio, outdoor, and events. Manage and cultivate a compelling presence on social media platforms, showcasing players, winners, scholarship recipients, and other stakeholders, collaborating with the advertising agency to create content for major social platforms. Ensure that campaign materials are aligned with the Arkansas Scholarship Lottery’s branding and regulatory guidelines. Oversee the execution of campaign elements across multiple channels, ensuring consistency and accuracy in messaging. Identify and develop outreach opportunities to integrate OAL branding at events, working with vendors, sponsors, and community partners that maximize promotional exposure with media placement, signage, and other marketing elements. Act as key liaison with promotions partners and manage brand/university partnerships, events, and sponsorships, including establishing partner relationships and negotiating sponsorship agreements. Coordinate with retail partners, university partners, community partners, and other stakeholders to facilitate the distribution and promotion of campaign materials. Strategically research and purchase promotional products for giveaways at partnership events through the state procurement process. Maintain and control promotional products inventory. Monitor campaign performance through analytical tools and track KPIs to evaluate the effectiveness of each campaign. Evaluate campaign performance and provide recommendations for optimizing campaigns in real time based on data and feedback. Generate reports on campaign performance, highlighting successes, challenges, and lessons learned for future campaigns. Conduct post-campaign analysis to assess outcomes and return on investment (ROI). Lead marketing team and volunteers to promote the Arkansas Scholarship Lottery at outreach events, including planning and preparation, event participation, and wrap-up. May include some overnight and weekend travel. Perform other duties as assigned.
Knowledge, Abilities, and Skills:
Strong written and verbal communication skills with the ability to convey complex ideas clearly and persuasively. Proficiency in writing and proofreading press releases, campaign briefs, newsletters, and other promotional materials. Exceptional organizational skills with the ability to manage multiple campaigns simultaneously, prioritize tasks, and meet deadlines. Experience in developing and managing campaign timelines and budgets. Work with advertising agency to develop and execute innovative and effective campaign concepts, utilizing various media platforms to engage target audiences. Proficiency in data analysis and the ability to use metrics and KPIs to assess campaign performance and make data-driven adjustments. Strong interpersonal skills and the ability to work effectively with cross-functional teams, stakeholders, players, community partners, and external vendors. High attention to detail in all aspects of campaign management, from content creation to vendor coordination and compliance with regulations..
Minimum Qualifications:
A Bachelor’s degree in marketing, Communications, Public Relations, Business Administration, or a related field is required, plus three (3) years of experience in campaign management, marketing, or a related field. Other job-related education and/or experience may be substituted. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
