OAL Licensing Manager

The Office of Arkansas Lottery (OAL) Licensing Manager is a leadership position responsible for overseeing and managing the licensing team and the licensing process for lottery retailers in Arkansas. It is an essential role for maintaining the integrity and smooth operation of the Arkansas Lottery. The OAL Licensing Manager will promote a teamwork approach among the licensing team to ensure the licensing process is conducted efficiently, fairly, and in compliance with state regulations, maintain accurate licensing records, develop and implement policies to promote an effective and streamlined licensing process, facilitate communication with lottery retailers and other stakeholders, and collaborate with various departments to ensure that all lottery retailers meet the required standards. The ideal candidate for this position will possess strong leadership, communication, and organizational skills, have excellent attention to detail, and be able to manage multiple responsibilities in a fast-paced environment while adhering to state regulations.

Typical Functions:

Oversee all aspects of the application processes for initial license issuance, renewals, modifications, and other related requests for Arkansas Lottery retailers. Ensure that applications are reviewed for completeness, compliance, and accuracy and that all required documents and fees are submitted and processed correctly and in a timely manner. Develop and maintain efficient systems for managing all licensing processes. Develop, implement, and update policies and procedures related to the licensing processes. Maintain accurate, up-to-date licensing databases and records, ensuring that all applications, approvals, renewals, and other relevant documentation are properly tracked and kept in compliance with state recordkeeping requirements. Provide excellent customer service to potential and existing lottery retailers. Communicate effectively with retailers and other stakeholders to ensure a smooth application process. Respond to inquiries, explain licensing requirements, and assist with the application process. Generate reports on licensing activities, including the number of active licenses, renewals, suspensions, and compliance status, to support OAL management and decision-making. Review license applicants’ criminal history and financial background to ensure compliance with Arkansas law and licensure requirements. Maintain professional communication and confidentiality as it pertains to applicant documentation.

Knowledge, Abilities, and Skills:

Ability to comprehend and ensure compliance with state laws, regulations, and policies related to lottery operations. Strong attention to detail with the ability to review applications, documents, and records for completeness and accuracy. Ensuring that all licensing records are maintained in a thorough, accurate, and organized manner is critical. Ability to identify problems or challenges in the licensing process and implement effective solutions. Strong communication and customer service skills to handle inquiries from retailers and other stakeholders in a professional, respectful, and helpful manner. Ability to effectively lead and promote a teamwork approach among the licensing team to ensure the licensing process is conducted efficiently, fairly, and in compliance with state regulations. Ability to efficiently manage multiple responsibilities in a fast-paced environment.

Minimum Qualifications:

A high school diploma or equivalent is required, plus two (2) years of experience in licensing, regulatory compliance, customer service, or administrative roles and two (2) years of supervisory or leadership experience. Must be able to complete the online Criminal Justice Information System fingerprint training and certification within the first month of employment. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
