OAL Graphic Specialist

The Office of Arkansas Lottery (OAL) Graphic Specialist is responsible for creating visual content for the Arkansas Scholarship Lottery, ensuring that all promotional materials, advertisements, and graphic designs adhere to the brand standards and effectively communicate the Arkansas Scholarship Lottery's mission, values, and promotional messages. This role involves collaborating with the marketing team and advertising agency to produce high-quality, visually engaging designs for a variety of platforms, including, but not limited to, print, digital, social media, and in-store point-of-sale advertising.

Special Job Requirements:

Typical Functions:

Design and create engaging, visually compelling graphics for various promotional materials including, but not limited to, print advertising, brochures, posters, billboards, digital ads, social media posts, newsletters, and website content. Work with the marketing and team and advertising agency to develop creative concepts and design elements that align effectively with campaign goals, branding guidelines, and state regulations. Produce high-quality designs that adhere to brand guidelines and ensure consistency across all digital and print mediums. Design and produce graphics for in-store point-of-sale materials, including display posters and promotional materials for scratch-off tickets and draw games, beneficiary message, responsible gambling, and other promotional signage and materials. Design and create graphics for internal documents to enhance OAL’s brand with a uniform, user-friendly appearance. Work with marketing team and volunteers to promote the OAL at outreach events, including planning and preparation, event participation, and wrap-up. May include some overnight and weekend travel.

Knowledge, Abilities, and Skills:

Excellent decision-making skills and the ability to handle complex situations with professionalism and tact. Exceptional interpersonal skills with the ability to build rapport and foster positive relationships with customers (lottery players). Strong problem-solving skills, with a focus on resolving complaints or issues quickly and efficiently. Prepare and format final artwork for both digital and print production, ensuring files are correct for their respective media (print, web, etc.). Proofread and review all designs for accuracy, ensuring all spelling, logos, and messaging are correct before submission for approval. Troubleshoot and solve design-related problems, ensuring that all graphics meet technical specifications for production and publication. Edit and enhance photographs and other visual elements to fit design needs. Review video assets created by the advertising agency for accuracy and creative issues.

Minimum Qualifications:

A Bachelor’s degree in Graphic Design, Visual Arts, Communications, or a related field, plus 2 (two) years of experience in graphic design, with a focus on marketing materials, digital content, and brand management is required. Other job-related education and/or experience may be substituted. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
