OAL Gaming Director

The Office of Arkansas Lottery (OAL) Gaming Director is responsible for overseeing all gaming-related activities within the Arkansas Scholarship Lottery, ensuring that lottery games are designed, developed, marketed, and operated in compliance with state laws and regulations. The OAL Gaming Director is tasked with leading the strategic direction and management of gaming operations, including game design, lottery product development, operational efficiency, and player engagement. This role requires a leader with a strong background in gaming, operations, regulatory compliance, and team management.

Typical Functions:

Direct and manage OAL IT Gaming and Product teams. Lead and manage all aspects of gaming operations, including the development, management, and evaluation of Arkansas Scholarship Lottery (ASL) games. Oversee the implementation and ongoing operations of lottery products, ensuring they are designed to attract and retain players while adhering to legal, regulatory, and policy requirements. Work with executive management and other internal stakeholders to elicit OAL business needs and communicate to vendors to establish requirements, specifications and delivery timelines. Ensure the seamless operation of all gaming activities, including drawing processes, game execution, and player transactions. Continuously monitor the performance of games and implement improvements as necessary to enhance player engagement and maximize revenue. Collaborate with internal teams and external vendors to design, develop, and launch new lottery games and modify existing games. Work with the marketing team to ensure that new games are effectively promoted and integrated into ASL’s offerings. Ensure compliance to MUSL and other multi-state rules. Principal advocate for vendor and OAL internal and external IT Gaming and Product audits. Oversee contract negotiations, performance management, and ensure that vendors meet the terms of their agreements. Collaborate with legal and procurement departments to ensure contracts are compliant with state procurement laws and regulations. Work closely with the marketing team to develop and implement strategies to engage players, increase participation, and drive revenue for ASL games. Work closely with sales team to develop and implement strategies to educate retailers and players on ASL games, products, and programs. Ensure that gaming products are aligned with the OAL’s mission and goals and that marketing initiatives reflect the Lottery’s commitment to responsible gaming.

Supervise and lead the Product and IT Gaming teams, cultivate a constructive work environment for team to deliver an exceptional work product and increase efficiency and effectiveness. Manage internal personnel procedures and policies. Collaborate with other division directors to support the Executive Director in leading the Arkansas Scholarship Lottery toward its mission.

Minimum Qualifications:

A bachelor’s degree in information technology, computer science, software engineering, business administration, marketing, or a related field. Five (5) years of experience in gaming operations, product management, or a related field is desired.
