OAL Financial Analyst

The Office of Arkansas Lottery (OAL) Financial Analyst is responsible for supporting the organization's fiscal strategy through detailed financial analysis, forecasting, and budget development. This position plays a vital role in monitoring revenue streams, identifying trends, and producing financial reports that guide strategic decisions and ensure the integrity of financial operations. The OAL Financial Analyst works closely with internal departments, providing insights that support both operational efficiency and transparency in support of Arkansas education through lottery-funded scholarships.

Special Job Requirements:

Typical Functions:

Conduct variance analysis comparing actuals to budgets/forecasts and explain discrepancies. Monitor key financial and operational metrics to assess performance and identify trends or areas of concern. Track and analyze revenue from lottery ticket sales, prize payouts, and related costs. Assist in preparing short- and long-term revenue projections for Lottery games and programs. Provide financial data and guidance to department heads during budget planning cycles. Maintain documentation and records to ensure audit-readiness and compliance with state financial guidelines. Provide clear and concise interpretation of financial data to assist leadership in informed decision-making. Support internal control procedures and recommend improvements to enhance financial transparency and accountability. Work with auditors during financial audits by providing requested data and documentation. Communicate financial processes and timelines effectively to non-financial personnel. Perform monthly bank account reconciliations. Assist in the OAL procurement processes to assure that all requirements of State procurement Law are complied with. Assist with the preparation of the Annual Comprehensive Financial Report (ACFR). Maintain the promotional items inventory records and related reporting, including periodic inventory counts. Monitor and prepare as needed, the excess sales tax rebate submissions for overpaid local and county sales tax payments.

Knowledge, Abilities, and Skills:

Ability to evaluate financial data logically and make data-informed recommendations. High attention to accuracy in calculations, documentation, and reporting. Clear written and verbal communication skills, including the ability to convey complex financial concepts to non-financial audiences. Proactive and resourceful in identifying financial issues and proposing practical solutions.

Minimum Qualifications:

A Bachelor’s degree in Finance, Accounting, Economics, Business Administration, Public Administration, or a related field, plus three (3) years of experience in accounting or financial analysis are required. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
