OAL Director Security and Compliance

The Office of Arkansas Lottery (OAL) Director of Investigations & Enforcement is a sworn law enforcement position and serves as the agency's chief official responsible for safeguarding the integrity and public trust of all lottery operations. This position directs the development, implementation, and oversight of all law enforcement, investigative, and compliance functions; including fraud detection/prevention, investigations into violations of Arkansas law, internal controls, and regulatory enforcement.

Typical Functions:

Lead, supervise, and manage the activities of the OAL’s investigative unit, ensuring full compliance with state laws and internal policies. Direct investigations of alleged violations of lottery laws, rules, and procedures involving employees, retailers, vendors, or members of the public. Review and resolve all complaints, claims, and regulatory violations, ensuring timely and lawful responses and outcomes. Develop and maintain internal security protocols, compliance programs, and enforcement standards in accordance with the Arkansas Code, Office of Arkansas Lottery regulations, and relevant federal laws. Ensure that all lottery operations, games, and related systems are secure and free from manipulation or compromise. Oversee the protection of sensitive systems, financial data, and personal information to uphold public confidence and protect agency assets. Monitor and evaluate potential threats, vulnerabilities, or fraud indicators and lead preventive and corrective strategies. Direct a professional staff by interviewing, hiring, terminating, evaluating employee performance and reviewing/approving final work products and activities. Supervise and lead the Investigations & Enforcement team, cultivate a constructive work environment for team to deliver an exceptional work product and increase efficiency and effectiveness. Manage internal personnel procedures and policies. Collaborate with other division directors to support the Executive Director in leading the Arkansas Scholarship Lottery toward its mission.

Knowledge, Abilities, and Skills:

Strong expertise in public-sector investigations, security risk management, and administrative enforcement processes. Proven experience in developing and enforcing internal controls, investigative protocols, and compliance programs. Familiarity with criminal justice systems, case file documentation, background check procedures, and interagency coordination. Proficiency in interpreting and applying legal and regulatory provisions in administrative decision-making.

Minimum Qualifications:

Must be a graduate of a law enforcement academy accredited by the State of Arkansas. Must be a Certified law enforcement officer through the Arkansas Commission on Law Enforcement Standards and Training (or eligible for immediate reciprocity from another state) with at least seven (7) years of total law enforcement experience, five (5) years of supervision/leadership, and 3 years of verifiable investigatory experience. Must be able to successfully complete the online Criminal Justice Information System fingerprint training and certification within the first month of employment. A bachelor’s degree in criminal justice, law, public administration, business administration or a related field are preferred qualifications. Other job-related education and/or experience may be substituted. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
