OAL Controller

The Office of Arkansas Lottery (OAL) Controller is responsible for overseeing the financial operations of the Arkansas Scholarship Lottery, ensuring the integrity, accuracy, and transparency of all financial data, processes, and reports. This position plays a key role in managing the Lottery's financial records, preparing financial statements, and ensuring compliance with federal and state regulations. The OAL Controller will oversee all aspects of accounting, budgeting, and financial reporting, working closely with other departments to support strategic decisions and ensure the financial stability and sustainability of the Arkansas Lottery.

Typical Functions:

Oversee and manage the day-to-day financial operations of the Arkansas Lottery, ensuring accurate and timely financial records are maintained. Prepare, review, and analyze monthly, quarterly, and annual financial statements in compliance with generally accepted accounting principles (GAAP). Ensure the accurate recording of revenue, expenses, and all other financial transactions in accordance with state laws and regulations. Supervise the accounting department to ensure all financial transactions are accurately recorded and compliant with state and federal regulations. Ensure the timely processing of accounts payable, accounts receivable, payroll, and other financial transactions. Review and approve general ledger entries and monthly reconciliations. Assist with the preparation of the Lottery’s annual budget, ensuring financial targets are met and resources are allocated appropriately. Develop, implement, and monitor internal controls to safeguard the Lottery’s financial resources and ensure compliance with applicable laws, policies, and regulations. Ensure compliance with state and federal financial regulations, auditing standards, and reporting requirements. Monitor and reconcile cash accounts, ensuring that cash transactions are accurate and in compliance with Lottery policies. Assist in the preparation and analysis of the Arkansas Lottery’s annual operating and capital budgets, including revenue projections, expense forecasts, and cash flow analysis. Monitor budget performance and variance analysis, providing recommendations to senior management on corrective actions or adjustments as needed. Provide financial analysis and strategic recommendations to management regarding cost-saving opportunities, revenue enhancement, and resource optimization. Monitor, review and approve required Federal and State tax withholdings and State sales and use tax reporting. Assist with the preparation of the Annual Comprehensive Financial Report (ACFR).

Knowledge, Abilities, and Skills:

Strong knowledge of accounting principles, financial reporting, and public sector finance. Ability to analyze financial data, identify trends, and make data-driven recommendations to senior leadership. Deep understanding of internal control frameworks, risk management, and financial compliance. Ability to develop and maintain effective internal controls to prevent errors and ensure regulatory compliance. Familiarity with state and federal financial regulations governing lotteries, gaming, and public funds. Excellent verbal and written communication skills, with the ability to present complex financial information to non-financial stakeholders. Strong analytical and critical thinking skills, with the ability to identify financial issues, risks, and opportunities. Ability to assess complex financial situations and provide clear, actionable solutions. Ability to identify discrepancies and ensure that all financial data is properly recorded and reconciled.

Minimum Qualifications:

A Bachelor’s degree in Accounting, Finance, Business Administration, or a related field, plus three (3) years of experience in accounting or financial management are required. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.

Required Certificates:

Certified Public Accountant (CPA) license is required. Must be a member in good standing of the Arkansas State Board of Public Accountancy or have reciprocity from another state. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
