OAL Accountant

The Office of Arkansas Lottery (OAL) Accountant is responsible for performing accounting activities related to the financial operations of the Arkansas Scholarship Lottery. This position ensures the integrity of financial data, prepares accurate accounting, disbursement and expense records, and supports compliance with applicable state and federal laws, as well as internal policies and procedures.

Special Job Requirements:

Typical Functions:

Prepare and maintain accurate financial records, ledgers, and reports related to lottery revenue, expenses, and disbursements. Reconciles revenue reports, and financial transactions on a regular basis. Assist with audits conducted by internal and external entities, including the Arkansas Legislative Audit. Ensure timely and accurate processing of invoices, reimbursements, and journal entries in accordance with the Arkansas Administrative Statewide Information System (AASIS). Maintain strict confidentiality of financial records and sensitive information. Support the Office of Arkansas Lottery’s mission by ensuring public funds are handled with transparency and accountability. Performs required Federal and State withholdings for prize payments in a timely manner. Coordinates all OAL employee travel requirements with the Department of Finance and Administration and assures that employee travel reimbursements are in compliance with the State Travel policy.

Knowledge, Abilities, and Skills:

Proficiency in governmental or fund accounting principles. Strong knowledge of financial analysis, reconciliation, and reporting procedures. Experience with accounting software; proficiency with Microsoft Excel and enterprise resource planning systems (e.g., AASIS/SAP) preferred. Understanding of internal controls and financial compliance in a public sector environment. Ability to assess financial data, identify inconsistencies, and draw logical conclusions.

Minimum Qualifications:

A bachelor’s degree in accounting, finance, business administration, or a related field, plus two (2) years of experience in accounting, financial management, or a related area are required. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
