Military Program Supervisor / Expert

The Military Program Supervisor / Expert is a senior-level professional responsible for leading, designing, and managing complex military programs that support active duty personnel, veterans, and their families. This role involves developing strategic program initiatives, leading multi-faceted projects, and providing technical expertise to ensure programs meet operational goals and comply with all applicable military standards and government regulations. Working as a key liaison between military communities and agency leadership, the supervisor / expert utilizes in-depth research, data analysis, and proven program management techniques to optimize program effectiveness and efficiency.

Typical Functions:

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Lead the design, planning, and execution of military programs aimed at enhancing support services for military personnel and veteran communities. Develop long-term program objectives, methods of administration, and performance measures aligned with agency and military standards. Oversee day-to-day operations of multiple military-supported initiatives, ensuring effective implementation and adherence to timelines, budgets, and quality standards. Conduct regular program evaluations, cost analyses, and special studies to assess program effectiveness, identify potential issues, and develop actionable solutions. Serve as the primary liaison between military leadership, governmental agencies, and community partners to foster strong relationships and ensure consistent communication. Prepare and present detailed reports, including statistical analyses, narratives, charts, and graphs, to senior management. Supervise technical and administrative personnel, providing guidance and training to ensure that team members are up-to-date with program protocols, regulatory requirements, and best practices. Mentor coordinators and support personnel, fostering professional development and a culture of continuous improvement. Ensure all program activities comply with state and federal laws, including military-specific protocols and internal policies. Update and refine agency policies, procedures, and directives as needed, based on comprehensive research and feedback from program evaluations. Assist in budget preparation, resource allocation, and financial planning for program activities. Monitor program expenditures and implement cost-effective strategies without compromising service quality.

Knowledge, Abilities, and Skills:

Ability to analyze complex data, identify trends, and develop innovative strategies that improve program outcomes. Excellent written and verbal communication skills, with the capacity to present detailed technical and statistical information clearly and persuasively. Strong leadership skills with a proven ability to motivate teams and build collaborative partnerships. Proficiency in project management software and tools, with demonstrated success in managing multi-faceted initiatives while maintaining strict adherence to deadlines and budgets. Ability to remain composed under pressure, adapt to evolving military priorities, and resolve challenges with effective, data-driven solutions.

Minimum Qualifications:

High School Diploma or GED. Minimum of 8 years of progressively responsible experience in program coordination or management, with a significant portion of that experience in military-related or defense environments. Proven track record of supervising teams, managing budgets, and coordinating complex projects within military, governmental, or large organizational settings. Demonstrated expertise in interpreting and applying state, federal, and military regulations in program implementation and evaluation. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
