The Judicial Discipline & Disability Commission (JDDC) Director is responsible for overseeing the operations of the Commission, ensuring the impartial investigation and adjudication of complaints involving judicial misconduct, disability, and incapacity of judges in the state of Arkansas. The JDDC Director provides leadership and guidance on all matters related to judicial ethics, discipline, and disability, and ensures compliance with state laws, rules, and regulations governing the judiciary. This senior-level position demands high integrity, extensive knowledge of legal ethics and procedures, and the ability to lead and manage a team of professionals working to maintain the integrity of the judicial system.

Typical Functions:

Provide strategic leadership and direction to the Judicial Discipline & Disability Commission, ensuring its operations are effective, transparent, and aligned with its mission of maintaining the integrity of the judicial system. Oversee the day-to-day operations of the Commission, supervising staff, setting goals, and monitoring performance to ensure high standards of service. Oversee the intake and investigation of complaints involving judicial misconduct, incapacity, or disability. Manage the investigation process, ensuring thoroughness, impartiality, and adherence to legal standards. Review, analyze, and evaluate evidence related to complaints and disciplinary matters, making recommendations to the Commission on the appropriate course of action. Ensure that the Commission’s findings and recommendations are based on solid legal principles, evidence, and judicial ethics standards. Interpret and apply state laws, judicial codes of conduct, and ethical guidelines in evaluating complaints, making recommendations, and supporting the Commission’s decisions. Ensure the Commission adheres to state constitutional requirements and judicial disciplinary rules while enforcing judicial accountability. Serve as the public spokesperson for the Judicial Discipline & Disability Commission, responding to media inquiries and public concerns related to judicial ethics and discipline. Communicate with members of the judiciary, legal community, and the public about the Commission’s role, processes, and the importance of judicial accountability.

Knowledge, Abilities, and Skills:

Excellent written and oral communication skills, with the ability to clearly explain legal and ethical concepts to a variety of stakeholders, including judges, attorneys, public officials, and the public. Strong interpersonal skills to build relationships with various stakeholders, including the judiciary, government agencies, legal professionals, and the public. Exceptional analytical skills to assess complaints, legal issues, and evidence in a thorough and impartial manner. Ability to apply legal and ethical standards consistently, ensuring that all actions and recommendations are well-grounded in law and fairness. High level of discretion and ability to handle sensitive matters with confidentiality, ensuring privacy and fairness throughout investigations and disciplinary actions. Strong conflict resolution skills to navigate sensitive issues and resolve disputes effectively, ensuring fairness and transparency in all dealings. Ability to negotiate effectively in matters of judicial discipline, balancing accountability with due process.

Minimum Qualifications:

Juris Doctor (J.D.) degree from an accredited law school, plus six (6) years of experience in claims administration, risk management, insurance, legal, or related fields.

Required Certificates:

Must be a licensed attorney in the State of Arkansas, with a valid Arkansas bar membership. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
