Internal Affairs Supervisor/Expert

The Internal Affairs Supervisor/Expert is responsible for overseeing investigations into allegations of misconduct, policy violations, and ethical breaches within the agency. This role ensures fairness, transparency, and compliance with policies and laws while supervising a team of investigators. The position requires strong leadership, analytical abilities, and investigative expertise to maintain accountability and integrity within the department.

Typical Functions:

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Supervise and participate in internal investigations related to misconduct, corruption, or procedural violations. Review evidence, interview reports, and findings to ensure accuracy and thoroughness. Assign cases to investigators and ensure timely completion of inquiries. Maintain strict confidentiality while handling sensitive personnel matters. Coordinate with legal teams, oversight bodies, and external agencies as needed. Ensure that all investigations adhere to state laws, agency policies, and ethical guidelines. Review and recommend updates to internal policies and procedures to improve accountability. Provide advice and recommendations to leadership on disciplinary actions. Lead and mentor a team of internal affairs investigators and staff. Provide training on investigative techniques, report writing, and ethical standards. Monitor investigator workloads and performance, ensuring fair and unbiased processes. Prepare and review detailed investigative reports, summaries, and recommendations for senior officials. Track trends in complaints and misconduct cases to identify systemic issues.

Knowledge, Abilities, and Skills:

Strong ability to analyze evidence, conduct interviews, and assess credibility. Knowledge of criminal investigations, administrative law, and disciplinary processes. Ability to supervise and develop a team of investigators. Strong written and verbal communication skills for report writing and presentations. Ability to handle sensitive situations with discretion and professionalism. Demonstrated commitment to fairness, impartiality, and confidentiality. Strong decision-making skills, especially in high-pressure or politically sensitive situations. Ability to manage multiple complex investigations while ensuring accuracy and deadlines. Proficiency in documentation, case tracking, and compliance monitoring.

Minimum Qualifications:

At least four years of experience in law enforcement, investigations, or internal affairs, including one year in a leadership capacity. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.

Required Certificates:

Must be Certified Law Enforcement Officer in the State of Arkansas. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
